Aside from the evils to which Ihave re ferrcd, what, let me ask, would be the effect of withdrawing at this time, the entire banking capital of Pennsylvania, whilst nur sister States adhere to the system ?— Does any one believe that our condition would be improved ? Would gold and sil. ver take the place of our withdrawn paper? Not at all. We should bo inundate J with the notes of foreign banks. Our farmers when they sold their produce, our day-laborers when they received their small pittance, would be compelled to take a currency, of the solvency of which, they would bp utterly ignorant. Instead of being paid in the notes of Pennsylvania Banks, they would have to put up, in most instances, with the notes of the most worthless institutions of other States, redeemable, if redeemable at all, under the heart'ess shave of the money broker. Such beng my view of the subject, I whilst jeing indisposed under all stances by which we are sum iont to an abandoiunent o iuggest such a modification is will secure, at all times, the if the notes in the hands c md I feel persuaded that, if inprrjudiced consideration bC lubject, by the public in ger icularly by the members ol ure, that such a modification lay not far distant, be adopted. Many experiments have been tried U mprove the character of the banking institutions of this country by imposing :hecks intended to operate as securities for he creditors. The air wai sharp and piercing, and a good frosh breeze was setting into tho harbor of Portsmouth from the southward and eastward. OffGerrish's Point lay a fishing schooner of about one hundred tons burthen, which bore upon her stern the simple name " Kate." Upon her deck stood two men, habited in the rough garb* of Yankee fishermen, one of whom, a powerfully built person of some thirty-five year*, was earnestly engaged in looking through a long glass wTiiie the other seemed to await the result of his companion's investigation. " I tell yqu Frank Hardy," said the hold, er of the glass, as he lowered it to iiis side, "that brig will keep her station nut there till she gels a peop (it Tom Sawyer's. clipper. Them cussed Britisher* must 'ave found out thnt Tom was off oil a cruise, and they think to catch him." The weather shrouds and back stays were chopppd off" fore and aft, and then the masts were attacked with the same intent, and ere- long the two heavy sticks went over to leeward, and were soon clear, cd from the leerigging. The caboose was torn from its lashings and cast overboard, and every thing else that could possibly be supposed to have offered resistance to a gale, was treated in the same manner. " There," exclaimed the Captain, as he surveyed the sad wreck, "I guess the Englishman will take the bait. Now go below, every mail of you except Frank and myself, and be ready for a spring, and when I stamp three times—thus—upon the hatch, grn'sp your cutlasses, and start. Be cool, now, and come up regularly." The men were soonj securely stowed away in the bold, and our two fishermen kepi a watch upon the brig. She was not more than four mites distant, and as good fortune would have it, she was standing out from the harbor on the starboard tftck, so that the line of her course was close under the schooner's bows. The sun was now up, and Captain Petlingill rigged a red flannel shirt upon an old our, and stuck it into the stump of the foremast, and he soon had the satisfaction to sco thut his signal of distress was noticed, for the Englishman's weather bulwarks were crowded with men who seemed to be taking a look at the wreck, and she also came up to the wind till her sails shook, while her lee braces were hauled taut as possible.. aaCf. s, ih:Do. Every measure which lias for its object the throwing of additional guards around the rights and property of the citizens of this Commonwealth, is entitled to the most serious deliberation of every member of society, and more- particularly of our Legislature. Insecurity is ever the parent of diHwter. Society, throughout all hs various ramifications—the mariner on the remotest sea—the merchant in his counting house—the mechanic in his workshop— the manufacturer at Ins loom—the farmer at his plough—the laborer at his daily toil —the miner in the towels of the earth— and the trapper in the recesses of our rno«t distant mountains—all feel its wither, ing influences. Of "no one element which promotes nutiona] prosperity, or produces national distress, is this more true than of the currency* We have all repeatedly seen the result of the inflation and contraction of a baseless circulating medium. We one day perceive the delusive beams of general prosperity gladdening the hearts of the people and stimulating them to further and still more doubtful enterprises, the next, we behold the golden vision departed, and our monetary affairs convulsed front one extreme of the Union to the other, reducing the rich to poverty, the poor to still greater destitution, and spreading the pall of dismay where all before was bright and cheerful. In a free government like ours, where the healthy condition of the masses constitute the national wealth and the national strength, these frequent revulsions should not be suffered to occur.— Stability should be made to take the place of instability. It only requires firmness and independence of action on the part of our Legislature, to overleap existing prejud ices, and to place the circulating medium upon a safe and solid foundation. C. F. Democrats and Whigs may act without deseiting any of the pec nets of their respective parties. But these experiments, when :he bubble has bursted, have ever failed to attain the great object designed. We have seen in real estate banks a repetition of the same frauds which have been and still are, practised upon the honest creditor under the old system. A fictitious value is given lo tha property pledged, and when the fraud, which was intended to have beer perpetrated upon an_unsuspecting com'" nity, from the first inception ' tn tion, has been consummate*' is found not to be worth or haps not even one-fourth o praised value. C. F.
