The indictment against Pflster alleges thaj on Maifth 30, 1001, the accused was bailee of a sum of money, said to be $14,000, placed in his hands for the Wisconsin Rendering company to obtain for the company a large contract from the city of Milwaukee for the disposal of garbage. It is charged that the money was not used for the purpose intended' and that Pflster fraudulently converted the money to his own use. Washington, Aug. 5. — President Roosevelt forwarded to Surgeon General Wyman of the public health and marine hospital service a telegram from Governor Blanchard of Louisiana requesting that the United States government take control of the yellow fever situation in New Orleans. The president directed the surgeon general to take every step In his power to meet the situation in New Orleans and to notify him what further action Is advisable and possible for the federal authorities to take. Norristown, Pa., Aug. 6.—Frank- Wallace, an Inmate of the State hospital for the Insane, ended his life by swallowing 38 feet of fine wire which was found In two sections In his stomach when an autopsy was made to disclose cause of death. Washington, Aug. 5.—Dr. D. E. Salmon, chief of the bureau of animal Industry of the department of agriculture, admitted that he was a partner of George E. Howard aud that while he was such partner George E. Howard & Co. received a contract from the department for printing meat Inspection labels. Dr. Salmon admitted also that he and Howard had consulted about the matter while Howard was making the experiments which resulted In his getting a patent on the label, about tit),000,000 of which are used annually by the department. Dr. Salmon, according to his admission, was a partner of Howard from 1895 until 1901. In the first named year Howard was a chalk plate illustrator for the National Tribune, the official organ of the Grand Army of the Hepubllc. That year he got out the first number of The Feather, a poultry Journal which he Is still publishing. He told Dr. Salmon that be had not money enough to get out the second number. IDr. Salmon says he had confidence* in the young man and loaned him $1,000, so that the second number of The Feather appeared on time. Subsequently he loaned him other sums of money, amounting lu all to nearly $2,000. Washington, Aug. 5.—From an authoritative source it Is ascertained that the Japanese government has determined upon certain fundamental principles for the treatment of the Kusslan residents of Sakhalin island, which has been occupied by the Japanese. The island has been used for some time by the Russian government as a penal colony, to which have been sent prisoners of all classes. It Is said here' that there are now between 20,000 and 30,000 Russians there. New Orleans, Aug. 5.—The expected clash between the quarantine patrol fleets of Louisiana and Mississippi occurred in the waters that lead to Mis sissippi sound, in the gulf. Though not a shot was tired, the Louisianans captured two of the "enemy's" vessels and kept their crews prisoners. Definite information as to the nature of the Japanese terms Is not expected before Thursday, as the exchange and verification of credentials and other formalities vrill, it is expected, consume two days. fflister is a director of a leading bank, owns a large interest in a big tannery, is proprietor of a large hotel and owns one of the leading newspapers of Milwaukee. Wallace, who was 24 years old, was transferred here eight months ago from the Philadelphia county prison. He suffered from delusions, and when he told his caretakers this week that ho was "full of wire" the matter was regarded as improbable by the physicians. He insisted that an operation would confirm his statement, but • "he was too weak to undergo one and was informed, by way of an attempt to cure his supposed delusion, that an operation would kill him.. Japan'* Course Clear. The Grace was in Louisiana waters, in the vicinity of ltigolets, when Captain Bostiek made a demand on them for credentials to show the authority under which they were acting. They did not produce the credentials. Captain Bostiek theu demanded that they haul down their quarantine flag while in Louisiana waters, and Captain Blunt did so. He then left for his headquarters with the expressed intention of getting credentials and returning to present them. The Grace left a launch in the waters at Bigolets, but was not disturbed by Captain Bostick's forces. Tokyo, Aug. 5.—The utterances attributed to M. Witte and Trofessor de Martens In reference to the peace conference are treated by the Japanese press as idle rumors. The leading papers say that Japan's course Is clear and admits of no deviation. She will formulate her ternis, and in the event of their rejection sjie will prosecute the war more vigorously than ever. DALRYMPLE'S PLAN. According to the determination reached by the Japanese government, all prisoners except those confined on the Island for political offenses are to be deported to Itusslan territory in such a manner as the circumstances may necessitate. Those prisoners who have been enlisted as members of the volunteer militia are to be treated as such—that is, they will be shown certain consideration and Riven certain privileges. The ]Dolltlcal prisoners who desire to emigrate to foreign territory will be allowed to do so by special permission.Dunne Adopts Advice to Let Traction Ensign Perry Buried. Lines Go Awhile. Stockbridge, Muss., Aug. 5.—The funeral of Ensign Newman K. Perry, one of the officers who lost his life through the explosion on the gunboat Bennington nt San Diego, Cal., was held here. The officer's body was viewed by many friends at Willow Grove. Chicago, Aug. 5.—Mayor Dunne, in bis revised propaganda for "ultimate" and not Immediate municipal ownership, is following the advice given in the letter of .James Dalrymple, the Glasgow expert, which the mayor suiD- pressed. "All right; cut mc open when I'm gone and see," said Wallace Just before he died. The autopsy revealed the presence of one piece of wire three feet long rolled Into a ball. The other piece was 35 feet 3 Inches long and was' partly rolled Into a ball, although 12 feet of this piece had unwound and had worked and pierced through the intestines causing peritonitis. With thia. mass of wire was found a piece of broom straw four inches long. The case Is the oddest in the history of the hospital atid the 40 years' experience of Dr. D. D. Richardson. Tho wire was the kind used In hanging pictures. BASEBALL. Mr. Dalrymple finds a special obstacle in the valuations of existing lines based on what the present owners paid for them. Therefore he recommends that the city, while announcing its Intention to take over the lines in the future, allow the fraction companies "to continue to operate in the streets for a sufficient time to work out their present franchise values." This is the plan of the tentative ordinance. The nature of Mr. Dalrymple's advice Is the renson why the administration, which invited him to Chicago, has kept it secret. Mr. Dalrymple warns Mayor Dunne tlnrt it would be out of the question for the; city to make a success of municipal operation under present political conditions.Harvest Hands Wanted. St. Paul, Minn., Aug. 5.—Nearly 10,000 harvest hands arc needed in the northwest, according to a notice Issued by the Northern Pacific railroad. Wages range from $1.75 to $2.50 a day. Later the Grace was stopped and taken by the Louisianans, who needed Just such a boat to go after the Winona, a United States revenue cutter which has been the worst offender iu the eyes of the Louisianans. These provisions are to apply to nil prisoners without prejudice as to their nationality, race or origin. A large number of petitions recently have been circulated in the United 8tates, signed mostly by citizens of Jewish extraction, asking the Japanese government to grant freedom to "these victims of political oppression" now on the island. After Revenue Cutter. p.c. .MO .371 .320 .301 The launch Tom of the Louisiana fleet, with Lieutenant Ivy in command and Sheriff Nunez of St. Bernard parish on board, captured the Mississippi boat Tipsy, In command of Captain English. The captain and crew were placed under arrest by Sheriff Nunez and were sent with their boat to St. Bernard parish, where they were taken to the parish prison for detention. Later the Mississippi oyster fleet boat Grace was captured and taken as a prize, remanned and sent out with orders to capture the revenue cutter Winona. Dr. Salmon Investigated. Very Little Stands In ay of Transfer FINANCIAL AND COMMERCIAL. To secure himself. Dr. Salmon says, he entered Into a partnership with his young friend which continued until July, 1001, when it was dissolved because Howard got contracts from the government for the label which he had Invented. They had a settlement, and Dr. Salmon says he took Howard's notes for the balance due him. of Court House Work to Doyle New York Stock Markets, furnished by M. S. Smith to Doyle & Doak on Monday. The only thing that now stands in the way of a transfer is thfe contract between Smith and the Carluccl Stone Co., of Scranton. Carluccl is not satisfied with the amount offered him for his contract but it is expected that a satisfactory termination of this matter will be reached either this afternoon or on Monday. In the meantime the Iron men are working on the frame and are expected to continue without further' cessation. X. .1., Aug. 5.—Mayor Bel sher, who has been missing since Monday, while under accusations of misappropriating funds of estates of which he was the executor and of forging official records, has not been found. At this late day a warrant has been issued for arrest bf County Prosecutor Emley on complaint of City Recorder Isaac Nonberg. Notice that it has been issued has been forwarded to some of the many places to which the missing mayor may have gone since his disappearance. A close friend says that he bought a ticket to Europe a week ago. May Be In Europe. The original report about the bureau of animal Industry had it that the label for Inspected meats was being furnished by a man who had as a partner one of the scientists in that bureau. Secretary Wilson at once deputed Dr. Salmon to purge his own branch of the government service. Howard came to the department with his stock books and check books and showed them to the Bceretary and Invited him to Inspect them for names of employees of the department. Dr. Salmon reported. Almoat Tropical Rains Are Falling In As the Tom was running through Lake Borgne the Tipsy attempted to cross her bows and head her off. The naval reserves on the Tom concealed themselves, and only ttie commander appeared, standing in the bow. The Tipsy stopped the Tom and demanded her name and destination, and Lieutenant Ivy asked for their authority. The Misslsslppians boarded the Tom, but their replies satisfied the Louisiana commander that they had no federal authority for their act, and Sheriff Nunez and the crew then came from cover, demanded the surrender of the Mississlpplans and placed them under arrest. Is dead. The chimpanzee had been smoking from twelve to twenty cigarettes a day for two years or more. April 7, 1906. The members of division 168, Amalgamated Association of Street and Electrical Railway Employes, of Scranton, have not forgotten this important fact, be it said. It was armed with a rapid fire gun and manned by a crew of naval reserves, commanded by Lieutenant T. D. Miller. The Majestic was halted by the Grace before her" capture and ordered to give her name and destination. When these were given the Grace immediately left. She returned later, but made 110 offensive demonstrations. The commander of the Majestic left matters In abeyance pending the arrival of Captain Bostlck. After the partnership was dissolved the big contracts began going to Howard. Every year the department advertised for bids to furnish labels, but none other than the Howard bid was forthcoming. Notwithstanding the lack of competition, the Howard company reduced the price to the government from a dollar per thousand to 05 cents, the figure at which they are now sold. Dr. Salmon says that Howard's Invention made It possible to comply with the law requiring all meats sent abroad to be marked so as to be easily Identified, and that but for the Invention the export of dressed meat would be small. Norristown, Pa., Aug. 6.—Frank- Wallace, an Inmate of the State hospital for the Insane, ended his life by swallowing 38 feet of fine wire which was found In two sections In his stomach when an autopsy was made to disclose cause of death. Washington, Aug. 5.—Dr. D. E. Salmon, chief of the bureau of animal Industry of the department of agriculture, admitted that he was a partner of George E. Howard aud that while he was such partner George E. Howard & Co. received a contract from the department for printing meat Inspection labels. Dr. Salmon admitted also that he and Howard had consulted about the matter while Howard was making the experiments which resulted In his getting a patent on the label, about tit),000,000 of which are used annually by the department. Dr. Salmon, according to his admission, was a partner of Howard from 1895 until 1901. In the first named year Howard was a chalk plate illustrator for the National Tribune, the official organ of the Grand Army of the Hepubllc. That year he got out the first number of The Feather, a poultry Journal which he Is still publishing. He told Dr. Salmon that be had not money enough to get out the second number. IDr. Salmon says he had confidence* in the young man and loaned him $1,000, so that the second number of The Feather appeared on time. Subsequently he loaned him other sums of money, amounting lu all to nearly $2,000. Washington, Aug. 5.—From an authoritative source it Is ascertained that the Japanese government has determined upon certain fundamental principles for the treatment of the Kusslan residents of Sakhalin island, which has been occupied by the Japanese. The island has been used for some time by the Russian government as a penal colony, to which have been sent prisoners of all classes. It Is said here' that there are now between 20,000 and 30,000 Russians there. New Orleans, Aug. 5.—The expected clash between the quarantine patrol fleets of Louisiana and Mississippi occurred in the waters that lead to Mis sissippi sound, in the gulf. Though not a shot was tired, the Louisianans captured two of the "enemy's" vessels and kept their crews prisoners. Definite information as to the nature of the Japanese terms Is not expected before Thursday, as the exchange and verification of credentials and other formalities vrill, it is expected, consume two days. fflister is a director of a leading bank, owns a large interest in a big tannery, is proprietor of a large hotel and owns one of the leading newspapers of Milwaukee. Wallace, who was 24 years old, was transferred here eight months ago from the Philadelphia county prison. He suffered from delusions, and when he told his caretakers this week that ho was "full of wire" the matter was regarded as improbable by the physicians. He insisted that an operation would confirm his statement, but • "he was too weak to undergo one and was informed, by way of an attempt to cure his supposed delusion, that an operation would kill him.. Japan'* Course Clear. The Grace was in Louisiana waters, in the vicinity of ltigolets, when Captain Bostiek made a demand on them for credentials to show the authority under which they were acting. They did not produce the credentials. Captain Bostiek theu demanded that they haul down their quarantine flag while in Louisiana waters, and Captain Blunt did so. He then left for his headquarters with the expressed intention of getting credentials and returning to present them. The Grace left a launch in the waters at Bigolets, but was not disturbed by Captain Bostick's forces. Tokyo, Aug. 5.—The utterances attributed to M. Witte and Trofessor de Martens In reference to the peace conference are treated by the Japanese press as idle rumors. The leading papers say that Japan's course Is clear and admits of no deviation. She will formulate her ternis, and in the event of their rejection sjie will prosecute the war more vigorously than ever. DALRYMPLE'S PLAN. According to the determination reached by the Japanese government, all prisoners except those confined on the Island for political offenses are to be deported to Itusslan territory in such a manner as the circumstances may necessitate. Those prisoners who have been enlisted as members of the volunteer militia are to be treated as such—that is, they will be shown certain consideration and Riven certain privileges. The ]Dolltlcal prisoners who desire to emigrate to foreign territory will be allowed to do so by special permission.Dunne Adopts Advice to Let Traction Ensign Perry Buried. Lines Go Awhile. Stockbridge, Muss., Aug. 5.—The funeral of Ensign Newman K. Perry, one of the officers who lost his life through the explosion on the gunboat Bennington nt San Diego, Cal., was held here. The officer's body was viewed by many friends at Willow Grove. Chicago, Aug. 5.—Mayor Dunne, in bis revised propaganda for "ultimate" and not Immediate municipal ownership, is following the advice given in the letter of .James Dalrymple, the Glasgow expert, which the mayor suiD- pressed. "All right; cut mc open when I'm gone and see," said Wallace Just before he died. The autopsy revealed the presence of one piece of wire three feet long rolled Into a ball. The other piece was 35 feet 3 Inches long and was' partly rolled Into a ball, although 12 feet of this piece had unwound and had worked and pierced through the intestines causing peritonitis. With thia. mass of wire was found a piece of broom straw four inches long. The case Is the oddest in the history of the hospital atid the 40 years' experience of Dr. D. D. Richardson. Tho wire was the kind used In hanging pictures. BASEBALL. Mr. Dalrymple finds a special obstacle in the valuations of existing lines based on what the present owners paid for them. Therefore he recommends that the city, while announcing its Intention to take over the lines in the future, allow the fraction companies "to continue to operate in the streets for a sufficient time to work out their present franchise values." This is the plan of the tentative ordinance. The nature of Mr. Dalrymple's advice Is the renson why the administration, which invited him to Chicago, has kept it secret. St. Paul, Minn., Aug. 5.—Nearly 10,000 harvest hands arc needed in the northwest, according to a notice Issued by the Northern Pacific railroad. Wages range from $1.75 to $2.50 a day. Later the Grace was stopped and taken by the Louisianans, who needed Just such a boat to go after the Winona, a United States revenue cutter which has been the worst offender iu the eyes of the Louisianans. These provisions are to apply to nil prisoners without prejudice as to their nationality, race or origin. The captain and crew were placed under arrest by Sheriff Nunez and were sent with their boat to St. Bernard parish, where they were taken to the parish prison for detention. Later the Mississippi oyster fleet boat Grace was captured and taken as a prize, remanned and sent out with orders to capture the revenue cutter Winona. Dr. Salmon Investigated. Dr. Salmon says, he entered Into a partnership with his young friend which continued until July, 1001, when it was dissolved because Howard got contracts from the government for the label which he had Invented. X. .1., Aug. 5.—Mayor Bel sher, who has been missing since Monday, while under accusations of misappropriating funds of estates of which he was the executor and of forging official records, has not been found. Notice that it has been issued has been forwarded to some of the many places to which the missing mayor may have gone since his disappearance. The original report about the bureau of animal Industry had it that the label for Inspected meats was being furnished by a man who had as a partner one of the scientists in that bureau. Secretary Wilson at once deputed Dr. Salmon to purge his own branch of the government service. Almoat Tropical Rains Are Falling In As the Tom was running through Lake Borgne the Tipsy attempted to cross her bows and head her off. The naval reserves on the Tom concealed themselves, and only ttie commander appeared, standing in the bow. The Tipsy stopped the Tom and demanded her name and destination, and Lieutenant Ivy asked for their authority. The Misslsslppians boarded the Tom, but their replies satisfied the Louisiana commander that they had no federal authority for their act, and Sheriff Nunez and the crew then came from cover, demanded the surrender of the Mississlpplans and placed them under arrest. It was armed with a rapid fire gun and manned by a crew of naval reserves, commanded by Lieutenant T. D. Miller. The Majestic was halted by the Grace before her" capture and ordered to give her name and destination. When these were given the Grace immediately left. After the partnership was dissolved the big contracts began going to Howard. Every year the department advertised for bids to furnish labels, but none other than the Howard bid was forthcoming.
