Amid n scene of great excitement Ferdlnando Mereadante, a Cork Lane Italian, was this afternoon lowered Into the Cork and Bottle shaft In Cork Lane, and ten minutes later he was hauled to the surface by a hundred willing hands, carrying In a bag the human head belonging to the body found lying close to the shaft early last Tuesday morning. The location of the head is fraught with the deepest importance as the first step in the unravelling of one of the most revolting murder mysteries that have ever blotted the name of this locality. The finding of the head clears up the indeflniteness of the clues that have tied the hands of the authorities and puts at an end the fear that the distinguishing part of the murdered man might lie at the bottom of the shaft. The scene when the Italian who had been lowered into the opening called up that ho had found the head and lying beside it an axe was one of the most Intense excitement. As the man was hauled to the surface, bearing the ghastly remnant of a human being with him, the crowd, as if moved by a common impulse surged forward, and it was only by the utmost efforts of the county officers that the rush was stopped and the work of lifting the man from the depths of the shaft was unimpeded. It was at 1:50 this afternoon that Mereadante reached the surface with the head of the murdered man. He had started his descent about ten minutes before. The rope was then pulled out through one of the breaks in the boards surrounding th( shaft and a large number of men picked to assist in the lowering. The rope was tied about Mercadante's thighs, and at 1:40 he gradually slipped over the edge of the cribbing. He was lowered slowly and some minutes passed before he reached the plattorm, which is Just above the water. The June grand jury of Luzerne county which lias been holding a special session this week for the purpose of investigating the new court house muddle, made its report to court this morning at 10 o'clock, it was received by Judge Ferris, who thanked the jurors for their conscientious work. The report is an exhaustive review of the court house business from beginning to end, with certain recommendations. Most important is the recommendation that Architect Osterlirig be dismissed and that a new architect be employed. In the event of Contractor Smith failing to reach an agreement vvllh the new architect within ten days his appointment, it is recommended that the contractor shall be dismissed. The grand jury censures Contl-actor Smith for letting certain sub-contracts. Former County Controller McLean and Former County Commissioners Jones, Hay a.id Finn are also censured. The text of the report Is as follows: torily completed and accepted from the contractor. Provided that from the last payment or payments accruing there shall be deducted fifteen hundred dollars ($1,500) paid by the county to competing architects under the terms of the competition under which the plans of the said Osterling were originally selected for a court house on Public Square are included in this contract. Mr. Takahira, the Japanese minister, called by appointment at the White House and spent half an hour with the president. He was Still unable to give the president the slightest indication regarding Japan's peace terms, but it is believed he was acquainted In a general way. with the hopeful tone of Mr. Meyer's dispatch, and wijh this aN a lever the hope is expressed here that the mikado will meet the president halfway in the earnest efforts he is making to assist in bringing an early peace. According to the latest news from all parts of the country, the Norwegian coup d'etat has been received with calmness bordering on iudifference. Beyond 'demonstrations of loyalty to the throne there is no sign here that anything unusual has happened. All kinds of business is continued as usual, nnd there is not a single worker less in the workshops. The crisis is hardly discussed among the working classes, and where the subject is discussed at all there is no word spoken of an appeal to arms. The universal view is that Norway and the Norwegians will be the only sufferers. Important action was taken by the convention with reference to the name of the organization. The delegates, fearing that the order may be confused with the secret society known as the American Protective association, passed a resolution instructing the grand secretary to notify all lodges that they must use the name, He looked about him and In a few seconds saw the head lying a short distance away from him. Somewhat below it, in the water, was to be seen an axe, In all probability the weapon with which the head was severed from the body. Mereadante called up to the surface that he could see the head but could not reach It, so the rope was shifted slightly to enable him to get over to where It lay. A cloth bag was then thrown down to him, and he secured the head and placed it In the bag, after which he gave the signal to draw up. He was slowly lifted to the surface and as soon as he was again on terra firma he handed to the county detective the bag containing the head. The throng standing about rushed forward and many Italians hurried up to Mereadante and asked him a hundred different questions. County Detective Jones did not open tH"e bag, but, with Deputy Mas! and Deputy Detective Uffalussi, started for the Avoca car line, taking the head with him. He went at once to Peter Locuta's undertaking shop. In Dupont. A large and curious crowd walked to the undertaking rooms. Huron Kaneko, the Japanese financial advisor, whs received by (lie president and discussed the whole situation for some time. Barou ICaneko said that Japan had not received directly or Indirectly any request from Russia for a statement of peace terms. It was Intimated that Japan would be loath to Rive any such statement until convinced that Russia was prepared to take up the question of peace with the intention of ending the war. Cobln, Philadelphia, representative to the Grand King Oscar's attitude meets with complete approval, and, although hopes are expressed that the powers will delay recognizing the new kingdom and although the interval before parliament meets here may give an opportunity for some compromise to be arranged, it is generally believed that the separation will be peacefully consummated. Then the only points of interest will be as to what form of government Norway will adopt and as to the question of defense against Russia, for which an offensive and defensive alliance between Norway and Sweden Is considered essential. Oscar's Attitude Approved. Ferdlnando Mercadante, a middle aged Italian, had volunteered to make the descent, and ho was the man chosen for the hazardous work. The probability that there was black damp or Are damp In the shaft made It necessary to examine the air before sending any one into the opening. This morning, a mining lamp was lighted, tied to a string and then lowered from the surface. Its descent was closely watched ,until the bottom of the lamp touched on the timbers immediately overhanging the water, with which the shaft has been gradually filling since its abandonment many years ago. The atmospheric conditions were found to be about normal and safe. A cursory examination of thevhead was made by one of the officials. It was that of a man between 50 and 60 year* of age. The features were distinguishable, although they were badly disfigured from the impact of the head striking the platform, after its fall of more than 160 feet from the' surface. The nose was smashed, the teeth knocked in and there were evidences that the head had been mutilated before being cast Into the shaft. A bullet hole was found In one of the eyes, and in several places on the head deep cuts, made either with a knife or an axe, were discernible. The victim had red hair and wore a long moustache, which was sandy in color. The face was large and apparently the features had been quite reqular. It is understood that negotiations between the two governments will l»e instituted as soon as possible, especially upon common economic questions. hand every day for the next few weeks It is not expected that the situation will change radically in the next day or two. Until some indication conies from Japan of her attitude in the light of the spirit shown by the czar the negotiations can hardly be expected to progress. Meantime powerful though friendly influence is heing brought to bear on Japan to be moderate in her demands. It has been pointed out that Japan and Russia must always be close neighbors and that if Japan is unreasonable now in her great triumph she might again be involved in war with Russia. One Important fact was learned and that is that the murdered man was not Musto, an Italian, as was suspected. Up to 4 o'clock this afternoon identification had not been made, although a large number of foreigners looked at the head. The county controller refused to approve tho revised plans until he received from the architect an itemized statement of the additional costs occasioned by such plans; and under advice of counsel the contractor refused to continue the work until tho plans had his approval. Upon the estimate being made the architect reported that the change would cost in the neighborhood of nineteen thousand dollars, the contractor in tho neighborhood of seventy-two thousand dollars and the matter was adjusted by agreeing to give the contractor for his extra charges about forty-seven thousand dollars. Amid n scene of great excitement Ferdlnando Mereadante, a Cork Lane Italian, was this afternoon lowered Into the Cork and Bottle shaft In Cork Lane, and ten minutes later he was hauled to the surface by a hundred willing hands, carrying In a bag the human head belonging to the body found lying close to the shaft early last Tuesday morning. The location of the head is fraught with the deepest importance as the first step in the unravelling of one of the most revolting murder mysteries that have ever blotted the name of this locality. The finding of the head clears up the indeflniteness of the clues that have tied the hands of the authorities and puts at an end the fear that the distinguishing part of the murdered man might lie at the bottom of the shaft. The scene when the Italian who had been lowered into the opening called up that ho had found the head and lying beside it an axe was one of the most Intense excitement. As the man was hauled to the surface, bearing the ghastly remnant of a human being with him, the crowd, as if moved by a common impulse surged forward, and it was only by the utmost efforts of the county officers that the rush was stopped and the work of lifting the man from the depths of the shaft was unimpeded. It was at 1:50 this afternoon that Mereadante reached the surface with the head of the murdered man. He had started his descent about ten minutes before. The rope was then pulled out through one of the breaks in the boards surrounding th( shaft and a large number of men picked to assist in the lowering. The rope was tied about Mercadante's thighs, and at 1:40 he gradually slipped over the edge of the cribbing. He was lowered slowly and some minutes passed before he reached the plattorm, which is Just above the water. The June grand jury of Luzerne county which lias been holding a special session this week for the purpose of investigating the new court house muddle, made its report to court this morning at 10 o'clock, it was received by Judge Ferris, who thanked the jurors for their conscientious work. The report is an exhaustive review of the court house business from beginning to end, with certain recommendations. Most important is the recommendation that Architect Osterlirig be dismissed and that a new architect be employed. In the event of Contractor Smith failing to reach an agreement vvllh the new architect within ten days his appointment, it is recommended that the contractor shall be dismissed. The grand jury censures Contl-actor Smith for letting certain sub-contracts. Former County Controller McLean and Former County Commissioners Jones, Hay a.id Finn are also censured. The text of the report Is as follows: torily completed and accepted from the contractor. Provided that from the last payment or payments accruing there shall be deducted fifteen hundred dollars ($1,500) paid by the county to competing architects under the terms of the competition under which the plans of the said Osterling were originally selected for a court house on Public Square are included in this contract. Mr. Takahira, the Japanese minister, called by appointment at the White House and spent half an hour with the president. He was Still unable to give the president the slightest indication regarding Japan's peace terms, but it is believed he was acquainted In a general way. with the hopeful tone of Mr. Meyer's dispatch, and wijh this aN a lever the hope is expressed here that the mikado will meet the president halfway in the earnest efforts he is making to assist in bringing an early peace. According to the latest news from all parts of the country, the Norwegian coup d'etat has been received with calmness bordering on iudifference. Beyond 'demonstrations of loyalty to the throne there is no sign here that anything unusual has happened. All kinds of business is continued as usual, nnd there is not a single worker less in the workshops. The crisis is hardly discussed among the working classes, and where the subject is discussed at all there is no word spoken of an appeal to arms. The universal view is that Norway and the Norwegians will be the only sufferers. Important action was taken by the convention with reference to the name of the organization. The delegates, fearing that the order may be confused with the secret society known as the American Protective association, passed a resolution instructing the grand secretary to notify all lodges that they must use the name, He looked about him and In a few seconds saw the head lying a short distance away from him. Somewhat below it, in the water, was to be seen an axe, In all probability the weapon with which the head was severed from the body. Mereadante called up to the surface that he could see the head but could not reach It, so the rope was shifted slightly to enable him to get over to where It lay. A cloth bag was then thrown down to him, and he secured the head and placed it In the bag, after which he gave the signal to draw up. He was slowly lifted to the surface and as soon as he was again on terra firma he handed to the county detective the bag containing the head. The throng standing about rushed forward and many Italians hurried up to Mereadante and asked him a hundred different questions. County Detective Jones did not open tH"e bag, but, with Deputy Mas! and Deputy Detective Uffalussi, started for the Avoca car line, taking the head with him. He went at once to Peter Locuta's undertaking shop. In Dupont. A large and curious crowd walked to the undertaking rooms. Huron Kaneko, the Japanese financial advisor, whs received by (lie president and discussed the whole situation for some time. Barou ICaneko said that Japan had not received directly or Indirectly any request from Russia for a statement of peace terms. It was Intimated that Japan would be loath to Rive any such statement until convinced that Russia was prepared to take up the question of peace with the intention of ending the war. Cobln, Philadelphia, representative to the Grand King Oscar's attitude meets with complete approval, and, although hopes are expressed that the powers will delay recognizing the new kingdom and although the interval before parliament meets here may give an opportunity for some compromise to be arranged, it is generally believed that the separation will be peacefully consummated. Then the only points of interest will be as to what form of government Norway will adopt and as to the question of defense against Russia, for which an offensive and defensive alliance between Norway and Sweden Is considered essential. Oscar's Attitude Approved. Ferdlnando Mercadante, a middle aged Italian, had volunteered to make the descent, and ho was the man chosen for the hazardous work. The probability that there was black damp or Are damp In the shaft made It necessary to examine the air before sending any one into the opening. This morning, a mining lamp was lighted, tied to a string and then lowered from the surface. Its descent was closely watched ,until the bottom of the lamp touched on the timbers immediately overhanging the water, with which the shaft has been gradually filling since its abandonment many years ago. The atmospheric conditions were found to be about normal and safe. A cursory examination of thevhead was made by one of the officials. It was that of a man between 50 and 60 year* of age. The features were distinguishable, although they were badly disfigured from the impact of the head striking the platform, after its fall of more than 160 feet from the' surface. The nose was smashed, the teeth knocked in and there were evidences that the head had been mutilated before being cast Into the shaft. A bullet hole was found In one of the eyes, and in several places on the head deep cuts, made either with a knife or an axe, were discernible. The victim had red hair and wore a long moustache, which was sandy in color. The face was large and apparently the features had been quite reqular. It is understood that negotiations between the two governments will l»e instituted as soon as possible, especially upon common economic questions. hand every day for the next few weeks It is not expected that the situation will change radically in the next day or two. Until some indication conies from Japan of her attitude in the light of the spirit shown by the czar the negotiations can hardly be expected to progress. Meantime powerful though friendly influence is heing brought to bear on Japan to be moderate in her demands. It has been pointed out that Japan and Russia must always be close neighbors and that if Japan is unreasonable now in her great triumph she might again be involved in war with Russia. The nationality of tho maji cannot be readily determined from the faco. He was cither a Slav or an Italian. One Important fact was learned and that is that the murdered man was not Musto, an Italian, as was suspected. Up to 4 o'clock this afternoon identification had not been made, although a large number of foreigners looked at the head. The county controller refused to approve tho revised plans until he received from the architect an itemized statement of the additional costs occasioned by such plans; and under advice of counsel the contractor refused to continue the work until tho plans had his approval. Upon the estimate being made the architect reported that the change would cost in the neighborhood of nineteen thousand dollars, the contractor in tho neighborhood of seventy-two thousand dollars and the matter was adjusted by agreeing to give the contractor for his extra charges about forty-seven thousand dollars.
