Russian Squadron Seen in Brook Was Drowned A little dog belonging to Greeley Barrett, four-year-old Son of John Barrett, the South Maip street saloon keeper, was made the victim of a mean trick yesterday afternoon. Some miscreant cut the throtat of the little animal and although the dog Is still alive it will .likely die. i The dog is a tiny animal and is a particular pet of the family. It is more than a pup and It was very seldom allowed to go out of the house. Yesterday afternoon the little animal succeeded In getting out of doors, but was missed In a short time and a search made for It. When It was found the throat had been cut completely across but not deep enough to kill the animal. Mr. Barrett, the child's father, is deeply incensed by the act and says he would go to any lengths to find the person who committed the act. After spending a day Ifi Spring Brook investigating the case- of Zibu Scott, who has disappeared, County Detective Phillips, of Scranton, is of the opinion that Scott has not been murdered. Accompanied by Justice of the Peace Biesecker, of Moscow, the detective made a thorough investigation of all the circumstances surrounding the case. Washington, April 18.—The United States Supreme Court, Judge Peckham writing the opinion, holds to be unconstitutional the New York State law making ten hours a day's work and sixty hours a week's work in bakeries in that state. New York. April 18.—One hundred and eighty of the 220 Equitable agents, who have come to this city from every state in the Union to take part in today's conference, held a caucus last night and adopted, a resolution indorsing James W. Alexander personally and expressing confidence in the president's integrity. Washington, April 18.—On the opening day of the senate Interstate committee's hearings on railway rate legislation an hour and a half was-spent in executive session considering a programme for the hearings. The preliminary arrangements made by Chairman Blkins were approved. The committee will meet at 11 o'clock each day, and the sessions will continue until 5 in the afternoon. Hie power to fix rates, regulate car lines and terminal facilities and other cognate matters will be considered.Tokyo, April 18. — Rojestvensky's squadron of warships departed 011 Saturday afternoon from Knmrnuh bay and lias been deflnitely located in Callao bay, about 240 miles nortli of its previous position. The opinion will cover the power of congress to delegate to a commission the fixing of rates, including the right to reduce rates and force a reduction of expenses; also the constitutional question as to the right of the government to allow differentials between different ports in case rates are fixed. At present differentials in favor of some ports are allowed by agreements among the roads. The question raised is whether the government can allow such differentials if it fixes tile rates. The meeting was called by James W. Alexander after consultation with Mr. Tarbell and has brought the agents from their respective fields of labor between Maine and California. All the expenses of these men. most of whom are accompanied by their wives, are being paid by the Equitable society. Four Colliers Captured Saigon, French Cochin China, April IS.—A dispatch to this point from Hue announces that the Hussion squadron is about forty miles southeast of that C'ity, but there is no report of any contiict with any Japanese ships. A sea light at once is not improbable, as the lhttch boat Amstel, in from Hongkong last night, reports a section of the Japanese fleet northwest of the main Paracols island. The Amstel was stopped by one of the Japanese torpedo boats north of Woody Island. There are five cruisers in the division and fourteen smaller vessels. They are guarding the straits between tile I'araceis and Hainan. It is reported here that on last Wednesday night fouj colliers from Una long bay, hound south to meet the Itussiau fleet, were intercepted by a torpedo boat flotilla and captured. Jones, of West Pittston, against Frank Savage, justice of the peace, of Duryea. The Commonwealth's case was looked after by the assistant district attorney and Attorney W. H. Gillespie while John M. Carman, Walter Casterlihe and Moses Salsburg we,re the attorneys for the defendant. The suit grew out of trouble that occurred in Squire Savage's office. A Duryea man was being prosecuted for permitting his animals to trespass on property belonging to Mr. Jones, and during the hearing of the case, Jones protested so vehemently against certain rulings of the justice that S(|uire Savage declared him in contempt and summarily had him. locked up In the biA-- ough station house. Later he was released. The contention of the prosecution is that the squire exceeded his authority in having J/mes locked up simmarlly, Inasmuch as he offered to furnish bail. It is also alleged that later in tho evening that the defendant demanded from Jones a .certain sum of money before he permitted. him to be released from the cell. The defense contends that Squire Savage was entirely within his right when he committed Jones to the station house for contempt of his court and also that it was legal for him to impose and collect a fine from Jones -for the alleged contempt. The case was fought out sharply, and a large number of witnesses were examined. At noon today, the case was given to the jurv, and soon after court convened ihis afternoon, the jury returned a verdict of not guilty, dividing the costs between the prosecutor and defendant. 68V Since the adjournment of congress many petitions for and protests against the Eseb-Tqwnsend bill have been received. Those were laid before the committee. A statement by Senator Morgan was presented to be printed as a" part of the hearings. Some miscreant cut the throtat of the little animal and although the dog Is still alive it will .likely die. i The dog is a tiny animal and is a particular pet of the family. It is more than a pup and It was very seldom allowed to go out of the house. Yesterday afternoon the little animal succeeded In getting out of doors, but was missed In a short time and a search made for It. Alexander personally and expressing confidence in the president's integrity. Washington, April 18.—On the opening day of the senate Interstate committee's hearings on railway rate legislation an hour and a half was-spent in executive session considering a programme for the hearings. The preliminary arrangements made by Chairman Blkins were approved. The committee will meet at 11 o'clock each day, and the sessions will continue until 5 in the afternoon. The opinion will cover the power of congress to delegate to a commission the fixing of rates, including the right to reduce rates and force a reduction of expenses; also the constitutional question as to the right of the government to allow differentials between different ports in case rates are fixed. At present differentials in favor of some ports are allowed by agreements among the roads. The question raised is whether the government can allow such differentials if it fixes tile rates. The meeting was called by James W. Alexander after consultation with Mr. Tarbell and has brought the agents from their respective fields of labor between Maine and California. Four Colliers Captured Saigon, French Cochin China, April IS.—A dispatch to this point from Hue announces that the Hussion squadron is about forty miles southeast of that C'ity, but there is no report of any contiict with any Japanese ships. A sea light at once is not improbable, as the lhttch boat Amstel, in from Hongkong last night, reports a section of the Japanese fleet northwest of the main Paracols island. The Amstel was stopped by one of the Japanese torpedo boats north of Woody Island. There are five cruisers in the division and fourteen smaller vessels. Jones, of West Pittston, against Frank Savage, justice of the peace, of Duryea. The Commonwealth's case was looked after by the assistant district attorney and Attorney W. H. Gillespie while John M. Carman, Walter Casterlihe and Moses Salsburg we,re the attorneys for the defendant. The suit grew out of trouble that occurred in Squire Savage's office. A Duryea man was being prosecuted for permitting his animals to trespass on property belonging to Mr. Jones, and during the hearing of the case, Jones protested so vehemently against certain rulings of the justice that S(|uire Savage declared him in contempt and summarily had him. locked up In the biA-- ough station house. Later he was released. The contention of the prosecution is that the squire exceeded his authority in having J/mes locked up simmarlly, Inasmuch as he offered to furnish bail. It is also alleged that later in tho evening that the defendant demanded from Jones a .certain sum of money before he permitted. him to be released from the cell. The defense contends that Squire Savage was entirely within his right when he committed Jones to the station house for contempt of his court and also that it was legal for him to impose and collect a fine from Jones -for the alleged contempt. The case was fought out sharply, and a large number of witnesses were examined. At noon today, the case was given to the jurv, and soon after court convened ihis afternoon, the jury returned a verdict of not guilty, dividing the costs between the prosecutor and defendant. 68V Since the adjournment of congress many petitions for and protests against the Eseb-Tqwnsend bill have been received.
