St. Petersburg, Dec. 28.—The general opinion is ihut the emperor's manifesto on the subject of reforms represents a victory for Minister of tlie Interior SviiitopolU• Mirsky and tlie Conservative I.ilierals over M. PobledonoStzeff, procurator general of the holy synod, and the reactionaries and that it practically places the strong combination of D1. Wltte and Prince SviatopolU-Mirsky behind the government'"s programme. The vagueness with which tlie reforms are outlined gives possibilities of expansion or limitation according as different ideas prevail. With a man of M. Witte's force at the head of the committee of ministers the general belief is that lie will control in the end. The ex-finance minister, tile president of that committee, becomes the man of the ham', showing that the reports that he is again in.high imperial favor were accurate. Moreover, tin* committee of ministers, the duties of which heretofore have been purely perfunctory. is raised to the highest dignity. Weed of' Boston, and BernWd Reilly, of Springfield, Mass., were found in the Grand Union hotel this morning. They were removed to Bellevue hospital. Reilly recovered, but Weed died at 5 o'clock. There are no indications of suicidal intent and no reason is known why they should have taken poison. They registered at the hotel on Saturday. W*eed was a brother-inlaw of former governor Sprague, of Rhode Island, and was an employe of the National Tuftsmeter Co.
