The majority of the embassies and legations whose governments have received the invitation have personally informed their foreign offices that the call is entirely independent of the present war and in no sense can be considered as a step in the direction of intervention in that conflict. Although they have not yet received any official expression from their governments, several European diplomats of rank predicted that the note would call forth cordial replies from the European chancellories or at least a majority of them. It would be certain annihilation for the Russian center to break ground and would result in a wedge advance by the Japanese between two demoralized halves of Kuropatkin's army. The skirmish lines are only 200 feet apart at Manalon, and at points on the west they are almost as close. Kuropatkin's heaviest guns are shelling Nodzu's troops In the crossing of the Shakhe, but the advance is unchecked. The Russian army lies in a crescent. Unlike its position at Liaoyang, its formation is concave, the center being the section nearest the city. Unless his winds can close suddenly on Nodzu, General Kuropatkin must accept the fast approaching general engagement with his forces disposed disadvantage- . London, Nov. 1.—(Lord Lansdowne, foreign secretary; Lord Selbourne first lord, of the admiralty, and Count Benckendorff, the Russian ambassador, had a long conference last night which continued until a late hour. After the conference a summons was issued for another cabinet meeting to be held on Wednesday. The majority of the embassies and legations whose governments have received the invitation have personally informed their foreign offices that the call is entirely independent of the present war and in no sense can be considered as a step in the direction of intervention in that conflict. Although they have not yet received any official expression from their governments, several European diplomats of rank predicted that the note would call forth cordial replies from the European chancellories or at least a majority of them. It would be certain annihilation for the Russian center to break ground and would result in a wedge advance by the Japanese between two demoralized halves of Kuropatkin's army. The skirmish lines are only 200 feet apart at Manalon, and at points on the west they are almost as close. Kuropatkin's heaviest guns are shelling Nodzu's troops In the crossing of the Shakhe, but the advance is unchecked. The Russian army lies in a crescent.
