It has a dark blue body with gold and light blue decorations and is set somewhat low on the plan of the colonial coaches. First.—We propose to do away with the iniquities of a high protective tariff so far as that tariff operates to impose upon the people of the country as unnecessary and unjust taxation for the benefit of the producers, and especially for the benefit of those who are fostering monopolies. The Democratic party stands, as it has always stood, for the principles of true political economy and true political moralitv; for the principles that the power of taxation is to be used primarily for the purpose of revenue, and not for the purpose of fostering favored Industries, and that the right of thr consumer to have the necessities of life at the lowest possible rate Is superior to tne right of the producer to exact from the consumer an artificial and unnaturally enhanced value. as follows "The Lord Hates a Liar." It will be formed of the corps which are being sent to the far east, and Lieutenant General Liuevitch will probably be given the command of the second army. General Kuropatkin will become chief of both armies, but probably without the title of coin inander in chief. It is this impending reorganization which seems to have led to the countless rumors and reports afloat here of Kuropatkin's supersession, of Viceroy Alexelct'f as commander in chief of the army, the hitter's resignation, etc., but investigations indicate that the above is the real situation. Alexeieff will continue to be viceroy, and as such he could not be subordinated fn title to the commanding general, which would happen if Kuropatkin was given the title of commander in chief.
