New York, Sept. 15.—The heaviest rain storm of the season descended npon New York last night and early this morning. It was accompanied by a gale that blew at the rate of 80 miles an hour. The wind shook large houses' and was accompanied by thunder and lightning. In every section of the city property was damaged, either by lightning or water. The telegraph companies report that communication by wire was badly crippled by the storm. St. Petersburg, Sept. 15.— General Kuropatkln's official report of the battle of Liaoyang comes as a considerable relief, setting at rest alarmist stories of thS loss of guns, the cutting off of divisions and the death or capture of prominent commanders which have been freely circulating here. The report, which is a very long one, enters at considerable detail Into the various phases of the battle and entirely bears out the declaration of the newspapers at the time that General Orloff's failure to hold the vital position at the Yentai mines was responsible for the breaking down of the whole of General Kuropatkln's plan of battle and turned a potential victory into defeat. The manner in which the retreat was carried' out in the face of the terrible condition of the country and the determined pressure of the Japanese armies does much to restore General Kuropatkln's prestige in military circles. Saratoga, Sept. 15.—The delegates to the Republican state convention were late in arriving at the convention hall this morning, and it was after 11 o'clock when Chairman Fassett called the body to order. In consideration of the latter action Mr. Phipps agrees to place $750,000 of Steel company bonds with a Pittsburg trust company, the' income of which shall be paid to Mrs. Phipps so long as she remains unmarried. Should marry again she will have a life income from $250,000 of the aforesaid bonds, the Income from the remaining $500,000 to be paid to the children of Mr Plilpps by his lirst wife and those by his second wife, share and share alike. The two children of the collide are to remain with each parent six months of the year. Mr. Phipps agrees to reimburse his former wife in the sum of *12,000, expended by her on the Pittsburg residence; to allow her the interest on the Steel company bonds, now in her name, which will have accrued up to'Oct. 1. 1004, and to buy her equity in bonds of the Guffey Petroleum company. Mr. Malby, after a brief reference to the birth of the Republican party and its achievements during the fifty years of its existence, discussed at some length the progress of the state of New York in the past ten years in population, industries and finance and the increased responsibilities of the state government which this development had brought. At Motint Olive it negro church building was demolished, a number of houses blown down, in one of which an aged woman named Alusgrave was taught and seriously hurt and a small negro child fatally injured. At Durham chimneys were prostrated, roofs blown off and much damage done to wires. Near Warrenton houses, trees and fences were leveled by a tornado which swept a path toward Virginia a hundred yards wide and three miles long. New York, Sept. 15.—The heaviest rain storm of the season descended npon New York last night and early this morning. It was accompanied by a gale that blew at the rate of 80 miles an hour. The wind shook large houses' and was accompanied by thunder and lightning. In every section of the city property was damaged, either by lightning or water. The telegraph companies report that communication by wire was badly crippled by the storm. St. Petersburg, Sept. 15.— General Kuropatkln's official report of the battle of Liaoyang comes as a considerable relief, setting at rest alarmist stories of thS loss of guns, the cutting off of divisions and the death or capture of prominent commanders which have been freely circulating here.
