Washington, Sept. 13.—After a conference this morning at the state department, between Acting Secretary of State Adee, Judge Penfleld, solicitor for the state department, and Captain Pillsbung, assistant chief of the bureau of navigation, it was officially announced that the Russian auxiliary cruiser Lena, at San Fra/ncisco, was in atHual need of repairs requiring about six weeks" time. It was stated in addition, however, that anything of a nature exceeding such repairs as are necessary to make the vessel seaworthy would be prevented by the authorities. New York, Sept. 13.—The lives of seven people were snuffed out in a fire that destroyed a five-story tenement house on Seventy-first- avenue this morning. Several other people were badly burned and injured. The dead are Anton Cannonwitz, his wife and their twin baljy lxDys only t-hree weeks old, also three men who boarded with the family and whose names are unknown. The tire was of Incendiary origin, having broken out simultaneously on the first, fourth and fifth floors. An attempt to fire the house a week ago was frustrated. All of the other tenants were rescued by the firemen. LOOTING AT LIAOYANG. Troy. X. Y„ Sept. 1J!.- The west side foundry at Watervliet was dynamited. Considerable damage was done, and James McGlynn, who rushed to the Scene, was shot in the right foot by a watchman after the explosion. The explosion was heard- for miles. Employees of the foundry have been on strike for some time past. Watervliet Foundry Dynamited. City Pillaged by Three Armies Within St. Petersburg, Sept. 13.—Reports from Mukden this morning state that the rains continue. The report adds that the Russians quartered about Mukden are in danger of starvation. as Many bays. Liaoyang, Sept. 8, via Tientsin, Sept. IS.—The looting of Liaoyang has few parallels iu the annals of warfare. Three armies on three different days had possession of the city and engaged In acts of depredation. St. Petersburg, Sept. 13.—General Kuropatkin reports that the Japanese are concentrated at Yuan Pudza, to the south of Mukden. The genral staff here denies the report that General Linevltch Is advancing from Vladivostok towards Korea, to cut off the Japanese line. Kuropatkin, the officials say, is now organizing his troops, which were somewhat demoralized during the retreat towards Mukden. When the Russians entered into the occupation of Llnoynng they built a model Russian city outside the old walfed Chinese city, and thousands of troops were lodged within its gates. When the Japanese drove the Russians out of Shansampo the Russian soldiers realized that the town must full and forgot all discipline. They looted the town, sparing neither Chinese nor European shops, destroying what they could not carry away. They wantonly destroyed great Quantities of foodstuffs and other goods, ripping open bales, bags and boxes with the ever ready bayonet and scattering their contents over the streets. Much liquor was found, and the soldiers becoming drunk committed further excesses. ROCK ISLAND TRAIN ROBBED Held up in Iowa—Contents of Expree6 Safe Taken NUMEROUS CONFERENCES HELD. Letts, la., Sept. 13.—'Rock Island train No 11, which usually carries a large amount of money, was held up near here this morning. The baggage and express cars were dynamited. The safe in the express car was blown open and its contents taken. Officers are In pursuit of the robbers, who escaped on the engine, leaving the engineer and fireman with the passengers.Prince Herbert Critically III. Japanese Consul and Russian Captain Berlin, Sept. 13.—It is reported that Prince Herbert Bismarck, who has been sick for several days, is in a most critical state. The members of the family have been summoned to his bedside. The exact nature of his illness has not been officially announced, but It is reported that he is suffering from cancer. Sept. 13.—No representative of the I'nited States government has yet boarded the Russian converted cruiser Lena to substantiate the assertion of Captain Berllhsky that the warship put into port solely for the reason that her boilers were In such condition as to render her unseaworthy. Then when the Japanese came they completed the looting. They had been fighting for live days without food except dry rice and broke loose on entering the town. The Japanese looted right and left. The shops having already suffered, the Japanese turned their attention to private houses. They wanted food principally, but overlooked nothing. Oyster Bay, Sept. 13.—There was quite an exodus from Sagamore Hill this morning. Mrs. Roosevelt, with a friend, went to New York to do some shopping. Theodore, jr., and Kermit went to Groton, Mass., to attend school. Senator Fairbanks also took his departure. He said he had a very delightful time with tho President and his family. ICater Captain Rerlinsljy of the Lena, accompanied by Russian Consul Ivo- Bakevltch, called on Collector Strut ton. Captain Berlinsky assured the collector that he would be happy to asqniesce in any demand relative to an investigation of the condition of his ship that the collector thought necessary. He carried with him duplicate copies, of a somewhat lengthy statement, one of which he sent to the Japunese consulate and the other to Admiral Goodrich, commanding the American fleet now in this harbor. The contents of this statement were not made public at the time, but it was known that the captain explained why the Lena was in this port, just what repairs he deemed necessary to make his ship seaworthy and just how much coal he thought essential for him to take on board her. FOR TEN DAYS There is no confirmation of the report that General Zassoulltch lias been wounded and captured with 8,(KM) of his men nor is there confirmation of Linevitch's invasion of Korea. First Assistant Secretary of State Francis R. Loomis delivered an address of welcome in behalf of the president of the United States. Schoolteacher's Lecture Causes Fight, Hickory, N. 0., Sept. 13.—A light took place near Hudson, in Caldwell county, about fifteen miles from here, and as a result one man lies mrtrtally wounded and two others are suffering from Injuries more or less serious. Rear Admiral Goodrich, commitnder In chief of the Pacific fleet, has been ordered not to sail for Magdalena bay for autumn target practice, but to remain at San Francisco and send an officer aboard the Lena to ascertain precisely what repairs are required. Ivattowitz, Prussian Silesia, Sept. 13. —Anti-Jewish disturbances occurred Sunday ut the frontier town of Sosnowice, Russian Poland, on the occasion of the celebration of the Jewish New Year. Boys stoned the ceiebratlsts and Injured it child, with the result that a rumor spread that the Jews had killed a child. A riot followed in which several Jews were injured with knives and stones. The doctors refused to attend them, fearing'the mob. The rioters also broke Into several Jewish dwellings. The troops of the garrison eventually dispersed the rioter% and arrested ten of them. It was stated in addition, however, that anything of a nature exceeding such repairs as are necessary to make the vessel seaworthy would be prevented by the authorities. New York, Sept. 13.—The lives of seven people were snuffed out in a fire that destroyed a five-story tenement house on Seventy-first- avenue this morning. Several other people were badly burned and injured. The dead are Anton Cannonwitz, his wife and their twin baljy lxDys only t-hree weeks old, also three men who boarded with the family and whose names are unknown. The tire was of Incendiary origin, having broken out simultaneously on the first, fourth and fifth floors. An attempt to fire the house a week ago was frustrated. Considerable damage was done, and James McGlynn, who rushed to the Scene, was shot in the right foot by a watchman after the explosion. The explosion was heard- for miles. City Pillaged by Three Armies Within St. Petersburg, Sept. 13.—Reports from Mukden this morning state that the rains continue. The report adds that the Russians quartered about Mukden are in danger of starvation. as Many bays. Liaoyang, Sept. 8, via Tientsin, Sept. IS.—The looting of Liaoyang has few parallels iu the annals of warfare. Three armies on three different days had possession of the city and engaged In acts of depredation. St. Petersburg, Sept. 13.—General Kuropatkin reports that the Japanese are concentrated at Yuan Pudza, to the south of Mukden. The genral staff here denies the report that General Linevltch Is advancing from Vladivostok towards Korea, to cut off the Japanese line. Kuropatkin, the officials say, is now organizing his troops, which were somewhat demoralized during the retreat towards Mukden. When the Russians entered into the occupation of Llnoynng they built a model Russian city outside the old walfed Chinese city, and thousands of troops were lodged within its gates. When the Japanese drove the Russians out of Shansampo the Russian soldiers realized that the town must full and forgot all discipline. They looted the town, sparing neither Chinese nor European shops, destroying what they could not carry away. They wantonly destroyed great Quantities of foodstuffs and other goods, ripping open bales, bags and boxes with the ever ready bayonet and scattering their contents over the streets. Much liquor was found, and the soldiers becoming drunk committed further excesses. ROCK ISLAND TRAIN ROBBED Held up in Iowa—Contents of Expree6 Safe Taken NUMEROUS CONFERENCES HELD. Letts, la., Sept. 13.—'Rock Island train No 11, which usually carries a large amount of money, was held up near here this morning. The baggage and express cars were dynamited. The safe in the express car was blown open and its contents taken. Japanese Consul and Russian Captain Berlin, Sept. 13.—It is reported that Prince Herbert Bismarck, who has been sick for several days, is in a most critical state. Then when the Japanese came they completed the looting. They had been fighting for live days without food except dry rice and broke loose on entering the town. The Japanese looted right and left. The shops having already suffered, the Japanese turned their attention to private houses. They wanted food principally, but overlooked nothing. Oyster Bay, Sept. 13.—There was quite an exodus from Sagamore Hill this morning. Mrs. Roosevelt, with a friend, went to New York to do some shopping. Theodore, jr., and Kermit went to Groton, Mass., to attend school. Senator Fairbanks also took his departure. He said he had a very delightful time with tho President and his family. When Consul Uyeno emerged from the collector's office he denied that there hail becij any friction. That was all he would say at the One Russian correspondent points out that when the Japanese withdraw from the Russian front It Is usually Ihe precursor of their appearance on the flanks, and he thinks the indications point to a winter campaign. Interest again turns to Port Arthur anil to the effect which the Unssian defeat at Liaoyang is likely to have on the garrison there, and the fear is expressed that the siege will soon end in disaster for Russian arms. ICater Captain Rerlinsljy of the Lena, accompanied by Russian Consul Ivo- Bakevltch, called on Collector Strut ton. Captain Berlinsky assured the collector that he would be happy to asqniesce in any demand relative to an investigation of the condition of his ship that the collector thought necessary. He carried with him duplicate copies, of a somewhat lengthy statement, one of which he sent to the Japunese consulate and the other to Admiral Goodrich, commanding the American fleet now in this harbor. The contents of this statement were not made public at the time, but it was known that the captain explained why the Lena was in this port, just what repairs he deemed necessary to make his ship seaworthy and just how much coal he thought essential for him to take on board her. FOR TEN DAYS There is no confirmation of the report that General Zassoulltch lias been wounded and captured with 8,(KM) of his men nor is there confirmation of Linevitch's invasion of Korea.
