St. Petersburg, July 20.—The assassination of M. von l'lelive, minister of the interior, by means of a bomb thrown at his carriage while In- was driving to the Baltic station to take a train for the palace at Pcteiiiof, where he was to make his weekly report to tlie emperor, is believed to be the outcome of a widespread plot the existence of which has been suspected for several days. Attorneys P. A. fVPoyic and M. N. Donnelly, reprwentnig a large number of the creditors of the borough of Duryea, have comniewed action to have a commissioner appointed for the purpose of marshaling the Indebtedness of the borough to give the court power to order a social tax levy to "fcrftdiicate this indebtedness. A few months ago Attorneys O'Boyle and Donnelly secured a rxjle from court to show cause why a commissioner should not 1m? appointed for the purpose of marshaling the finances* of the borough. Attorney W. H. Gillespie, legal aihisor of Duryea, has opposed these proceedings since they were started, oi\ account of the expense that would be incident thereto and the great inconvenience to which the taxpayers would be put if forced to pay a tax levy that would be necessary to raise a sum of $20,- 000, the amount for which it is estimated the borough Is in debt. The attorneys prosecuting the claims of the creditors of the borough have caused subpoenas to be Issued for all the officials of the borough, and some of the ex-otftoiaia to appear this evening before a commissioner appointed by the court and give testimony as to the financial condition of the borough, which testimony will be presented to Itoe court during the September term Window shades with spring rollers for 7c each. After a short argument, it was decided that these indicted should be in court, next Monday morning, when they will have a chance to plead to the indictments. While the names of the indicted persons are not made public officially, it is known that among them are Captain VanSc'haick and Inspectors Luttdberg BRENNAN & ROBERTS Watch Our Prices! In official society the assassination has produced a feeling of terror. The c/.ai, already overwhelmed by the bad news from the seat of war, and with the murder of Robrikoff, governor general of Finland, fresh in his mind, was profoundly affected by the second blow dealt in resentment of the tyranny of Russian autocracy. Together with the official announcement of the death of Von Plehve, however, the imperial rescript gazetted the appointment for the time being of M. Durnovo, who is noted for his adherence to the doctrines of which M. von I'lehve was the chief exponent in the empire. Price List. Important Base Gained. FULL WEIGHTS The Japanese in occupying Newchwang and its port, Yipkow, have gained an important base west of the Russian lines. From this point they not only command the Liautong gulf west of the peninsula and thus cut off the last possible avenue of Russia's communication with l'ort Arthur, but tney also are able to send land forces eastward and northeastward to attack General Ivuropatkln's rear. They now have a line all the way across the peninsula and have driven all the Itussians save General Sfoessel's beleaguered garrison in l'ort Arthur out of that part of Manchuria. The meeting this evening will be held in the office of Attorney Gillespie and the officers of the borough will testify a* to the resources of the borough, a stenographic report of which will be taken and presented to the court. As is well khewn the finances of the borough are in anything bijt a flourishing: condition. The borough. t* bonded for $5,000 and the tax levy is as high as the law will allow without a special election of the people. The principal of the bonds will come due some time during the present year, and as was shown' at the investigation, there is not a cent available for the purpose of paying off the indebtedness. The counsel made provision by ordinance every year for the setting afc'ide of sufficient funds to pay the principal when it became due, but the loose business methods practiced ia the treasurer's department show that no attention was paid to this \ ery important. matter, with the result that the borough is faced with a big bill which it is unable to meet. The careless work of former councils caused big bills to pile up when there was no money comitig in to pay them until now the comparatively large sum of $20,000, it is estimated, is being sought from the borough by its many creditors. Of this sum, $5,000 is for principal on bonded indebtedness, about $12,0(10 in judgments against the borough and several thousand dollars in borough orders that have pot been reduced to judgment.
