Washington, May 4.—The platform to be adopted by the Republican national convention has been among the topics (Xscussed at the which have taken place recently at the White House, in committee rooms at the capitol and at different places where a number of Republicans have assembled. Senator Lodge, who is to be chairman of the committee on resolutions at the convention, has prepared preliminary sketches of various topics that he thinks should be treated and has submitted them to senators and others for their approval or suggestion as to amendment. Japanese bodies lay in heaps at the river fords. Ossining, N. Y.i May 4.—Sam Parka, former walking delegate for the Housesmith's Union, in New York city, who was convicted some months ago of extortion in connection with the building strikes in the metropolis, died at 7:IB this morning in the state prison here. He had been suffering from consumption for a long time and the disease became pronounced sixweeks ago, since which time a move ment was on foot to secure his pardon. Parks was sentenced to imprisonment for one year and six months. The Chronicle's military correspond nit in commenting on this report says "Simultaneously with the attack at Fotletlnsky an attack was being made on our left ilank at Turenchen, and the Russian trenches had to be abandoned under the Japanese enfilading fire. Washington, May 4.—President Roosevelt today received a letter from Attorney General Knox, announcing that the latter had made an arrangement with the new Panama Canal Co, and the J. P. Morgan Co., whereby the Morgan company has been designated as the r gents to make the transfer of money due from the United Statps to the canal company. Forty million dollars are to be deposited at once with the Morgan company upon delivery by the Caral company to - the United States of all the property included in the purchase. This deposit is accepted by the Canal company as equiv. alent to payment for the purposes of the delivery of the property to the United,States. Owing to the fact that part of the money is due the liquidators of the old company all of the par ties interested agreed that if Morgan & Co. would bind themselves to make the distribution of the funds the delivery of the property need not wait the actual payment. "Our only reason for uncertainty about the news is our ignorance as to how it could have reached Chefu early enough to be telegraphed to us on Tuesday. We should have expected the wire to be cut, and the distance by s«a from Newcliwang to Chefu is 280 miles. Otherwise the news in itself is only what we have been expecting for some time—in fact, ever aiuce the ice in the bay broke up at the eud of March." Another Desperate Attempt to Block Port Arthur Channel Bread is The Staff of Life Tort Arthur, May 4.—Another vicious attempt has been made by the Japanese to block the entrance to Fort Arthur, A few minutes before 1 o'clock a. in. the first shots were fired, awakening the town with their thunderous noise. The gunboats lying at the mouth of the harbor joined in the cannonade of the batteries, the firing gradually increasing in volume until there was a continuous crash of great guns. The boat was wrecked in mid-ocean, and the cxew took to a raft, from which they were rescued by the, steamer. New York, May 4.—A general strike of the members of the Brotherhood of Boilermakers and Iron Shipbuilders in the shipyards and shops throughout the metropolitan district Is threatened against the open shop, which is now in existence in the shipyards here, though union men are employed in many cases. Conferences which have been in progress for the last day or two between the New York Metal Trades association aud the brotherhood ended in a deadlock. Austin, Tex., May 4.—Thin section and all central Texas has been visited by a terrific cloudburst, the rain pouring down in incessant torrents for several hours. The streets were wrecked by the tlood of water, and great damage was done to crops in the fields. A number of bridges were washed away during the storm, and country roads will be impassable for several days. It was the most terrific rainstorm that has visited this section in years. London, May 4.—The Central News has a wire from its Rome correspondent stating that a telegram had been received from Tokio to the effect that the latest attempt to block the channel of Port Arthur was successful. Two vessels, it is said, now lie in the harbor. Eighteen miles is the longest distance on record at whieh a man's voice has been heard. This occurred in the Grand canyon, Colorado, where a man shouting the name "Bob!" at one end made his voice plainly heard at the other end, which is eighteen miles away. Japanese bodies lay in heaps at the river fords. Ossining, N. Y.i May 4.—Sam Parka, former walking delegate for the Housesmith's Union, in New York city, who was convicted some months ago of extortion in connection with the building strikes in the metropolis, died at 7:IB this morning in the state prison here. He had been suffering from consumption for a long time and the disease became pronounced sixweeks ago, since which time a move ment was on foot to secure his pardon. Parks was sentenced to imprisonment for one year and six months. The Chronicle's military correspond nit in commenting on this report says "Simultaneously with the attack at Fotletlnsky an attack was being made on our left ilank at Turenchen, and the Russian trenches had to be abandoned under the Japanese enfilading fire. Washington, May 4.—President Roosevelt today received a letter from Attorney General Knox, announcing that the latter had made an arrangement with the new Panama Canal Co, and the J. P. Morgan Co., whereby the Morgan company has been designated as the r gents to make the transfer of money due from the United Statps to the canal company. Forty million dollars are to be deposited at once with the Morgan company upon delivery by the Caral company to - the United States of all the property included in the purchase. This deposit is accepted by the Canal company as equiv. alent to payment for the purposes of the delivery of the property to the United,States. Owing to the fact that part of the money is due the liquidators of the old company all of the par ties interested agreed that if Morgan & Co. would bind themselves to make the distribution of the funds the delivery of the property need not wait the actual payment. "Our only reason for uncertainty about the news is our ignorance as to how it could have reached Chefu early enough to be telegraphed to us on Tuesday. London, May 4.—The Central News has a wire from its Rome correspondent stating that a telegram had been received from Tokio to the effect that the latest attempt to block the channel of Port Arthur was successful.
