The Important legislative accomplishments of the first and second sessions of the Fifty-eighth congress have been confined to two subjects—Cuba and Panama. The reciprocity treaty between the new island republic and tho United States, initiated by President McKinley, was made operative by a legislative enactment. The ratification of a treaty by the senate and the subsequent initiation of legislation for" the government of the canal zone commit the United States to the construction of the Panama canal, connecting the waters of the Atlantic and Pacific oceans. The special session, now denominated the first session, was called for the express purpose of carrying out the pledge of the nation to Cuba. It must be simple, clear, direct aud, therefore, easily understood. Inotherwords.lt must sail for the least possible effort. It must at once attract attention. To do this it must be either a now thing attractively presented or an old thing presented in a novel manner. Direct command is the most effective form of advertising."Cross-examined in the Reed Smoot Case This Morning, St. Petersburg, April 25.—The naval court martial of the captain of the cruiser Boyarin, which struck a mine and was partially destroyed near Port Arthur, Feb. 13, brought out the fact that the Boyarin sighted a ship In the fog off Dalny the day before she Btruck the mine. A sharp duel occurred between the two vessels, which lasted for a quarter of an hour. Both vessels were damaged. The fight was stopped by signals fram the vessel the Boyarin attacked, which showed her to be the Hussian battleship Yenissei. The Yeniesei subsequently, while manoeuvering, struck a mine and sank. The Boyarin withdrew without attempting to •save the drowning crew of the vessel. Later the Boyarin also struck a mine. Her crew landed, but the captain neglected to fasten her hawser and the cruiser drifted to sea, where sho was lost. In defense of his action, the captain said that owing to Admiral Stark's orders that the torpedo disaster be retrieved, he had not slept for four days. He further stated that he was only half responsible for the duel with the Yenissei. He produced a letter from the Dowager Empress congratulating him on his courage in saving the crew of his vessel. The court merely withdrew his permission to serv§, as a result of the letter. Washington, April 26.—The crossexamination of Judge Powers was resumed this morning, when the inquiry into the Reed Smoot case was resumed before the Senate committee. Being questioned by Attorney -VanCott as to the Mormon interest in educational affairs, the witness said the Mormon schools ranked well among the higheat establishments of the lclnd In the country. Reference was made to the popularity of Brigham H. Young among the Qentiles. The witness said he was regarded "as a Moses who was going to lead us out of our trouble. With the stand he was making and hfs ability, wp thought that his leadership would result in leading the people away from church domination. I know I thought so." Bread is The Staff If this Information Is correct there will be no advance upon the army concentrated at Llaoyang and Mukden, with its attendant constant lengthening and weakening of the Japanese line of communications. Instead there seems to be a determination to stick as close as possible to the sea, where lies Japan's natural base of comtnunlcations, she having established herself in Korea.
