Shanghai, March 16.— There is no longer any doubt that one big division of the Japanese army is ready to strike at once from a point above the Yalu river, In northeast Manchuria. All the commercial ships in since Saturday from Kenseng, Kilju and Port Lazareff, on the east coast of Korea, brfng news that the Japanese have finished all their transportation of supplies and men. No supply ships are left at Cape Linden or Gensan. The soldiers have been going over the Kom mountains through two good roads for, nearly three weeks. The captain of the Paomin, from Port Lazareff, says that,the main division of the Japanese forces that landed on the east coast were distributed farther north, between Kilju and Cape Linden. Tokyo, March 16.—A rumor has been current here to the effect that the Russian fleet escaped from Port Arthur on the night of March 11 and that the four cruisers at Vladivostok also got out and that the Whole Russian fleet is now at sea. Washington, March 16.—The senate passed the fortification appropriation bill after a three hours' discussion of the auienditteut Uke purchase of an experimental torpedo boat and the provision for the purchase of sites for defense works in the Hawaiian Islands. The torpedo boat provision was stubbornly fought, but the amendment suggested by the committee on appropriations was retained. The Hawaiian provision, which had been eliminated by the committee, was restored and the sum increased from $200,000, as fixed by the house, to 1526,100. Several other bills were passed. One of these appropriates $1,000,- 000 for a public building at Atlanta, Ga. The miners in this state have voted generally in favor of an acceptance of the proposed reduction. Secretary-Treasurer Wilson, of the United Mine Workers' Union, estimated today th*t i! would take not . less 'than Itwo weeks to count the vote of the miners on the question of strike or accept operators' proposition. There is a feeling at headquarters that a strike has been averted. This, however, is by no means certain. Chicago, March 10.—After a day ol rioting in which several men were Injured and others arrested striking employees of the American Can company last night made a determined attack on a special train which carried the nonunion employees of the Diesel plant of the cun company from their work to the Polk street depot. Although fifteen policemen guarded the train, a crowd of strikers climbed on the cars at Thirty-ninth street and attacked the nonunion men. They were driven back by the police, who displayed revolvers, but they bombarded the train with stones. At Thirty-seventh street another attack was made, and several windows in the train were smashed, but no one was hurt. The torpedo boat provision was stubbornly fought, but the amendment suggested by the committee on appropriations was retained.
