The Daily Telegraph's Tokyo correspondent. sends an unconfirmed rumor to the effect that Japanese marines have landed and occupied Dalny. It may be remarked that the British newspapers all regard Vice Admiral Togo's report that he has laid mines at Port Arthur as a mere bluff, and they say that such a feat would be Impossible under fire. THE GOVERNMENT DEFEATED. . Failed to Pass an Educational Motion In Parliament Today. London, March IB.—The British gov. ernment was defeated In the House of Commons today by a vote of 141 to 130, The division came on a motion by Mr. Redmond against a reduction of the Irish educational estimates. The government was not inclined to take the vote seriously, claiming it to be a "snap division." When the vote was announced, Redmond jumped to his feet and cried, "Wfe have defeated the government." Anild ironical cheers from the opposition, Premier Balfour said the government was defeated merely so far as the ihotlon to reduce the estimate for IrlBh education by £100 pounds was concerned. St. Petersburg, March 15.—A dispatch received today states that Viceroy Aiexieff has ordered the immediate liberation and arming of all convicts on the island of Saghalien, just north of the Japanese island of Yazzo, who are willing to help defend the island against the Japanese attack, which is thought to be imminent. Tinkow, March 15.—A foreigner who arrived here from Port Arthur reports that a short engagement occurred off that place on Sunday last, in which the Russian cruiser Diana was damaged.Indianapolis, Ind., March 15.—The vote this afternoon of 200,000 miners will decide for or against a soft coal miners' strike. President Mitchell would say nothing this morning further than that he had given his beet words in an appeal to the miners and that now it was "up to them." At the miners' headquarters the vote is expected to be close, notwithstanding unfounded stories that have gone out recently which contained alleged statement of national officials that they believe a strike would be voted down. Major (ieneral Ishimoto, vice minister of war, confirms the fact that the advance guard of the Japanese division routed Russian scouts, driving them northwest of the headwaters of the Yalu tind occupying their camp on the Korean side of the river directly west of Bamsu. In a message brought from Port Lazareff comes the news that the Japanese advance was Impeded on all the roads northwest of the Kom mountains by patrols of the enemy. It may be remarked that the British newspapers all regard Vice Admiral Togo's report that he has laid mines at Port Arthur as a mere bluff, and they say that such a feat would be Impossible under fire. London, March IB.—The British gov. ernment was defeated In the House of Commons today by a vote of 141 to 130, The division came on a motion by Mr. Redmond against a reduction of the Irish educational estimates. The government was not inclined to take the vote seriously, claiming it to be a "snap division." When the vote was announced, Redmond jumped to his feet and cried, "Wfe have defeated the government." Tinkow, March 15.—A foreigner who arrived here from Port Arthur reports that a short engagement occurred off that place on Sunday last, in which the Russian cruiser Diana was damaged.Indianapolis, Ind., March 15.—The vote this afternoon of 200,000 miners will decide for or against a soft coal miners' strike. President Mitchell would say nothing this morning further than that he had given his beet words in an appeal to the miners and that now it was "up to them." At the miners' headquarters the vote is expected to be close, notwithstanding unfounded stories that have gone out recently which contained alleged statement of national officials that they believe a strike would be voted down. Major (ieneral Ishimoto, vice minister of war, confirms the fact that the advance guard of the Japanese division routed Russian scouts, driving them northwest of the headwaters of the Yalu tind occupying their camp on the Korean side of the river directly west of Bamsu.
