Washington, March 7.—The longexpected report of Fourth Assistant Postmaster General Bristow on the relations of members of Congress with the postofllce department was made public this afternoon. The document, wfth exhibits, etc., covers 218 printed pages and accompanies the report by the House committee on postOffi'ces and post roads on the Hay resolution demanding a Congressional investigation of the matter. The committee recommends that the resolution be laid on the table, on the ground, that "no investigation would elicit further facts than la herein set out." The names of more than 150 members of Congrbss, whoso requests for additional clerk hire in various postofflces were granted by George W. Beavers, although in excess of amounts to which the offices wer6 entitled under the rules of the department, are mentioned in the exhibits. It is thought the Japanese bombardment of the port was for the purpose of smoking this squadron out, but the Russian vessels had evidently departed before the Japs arrived. The correspondent of the Standard at Tientsin gives a rumor that thirty Russian sailors were caught in an attempt to escape from Port Arthur and that they were shot the same day. Toledo, O., Match cltj- Is Hi Imminent danger from high water. A heavy rain has fallen, and the ice gorges up the river have been gradually moving down toward the city. At the bridge of the Toledo Railway tfnd Terminal company, a mile below the gorge, the water is nineteen feet above the normal stage. The gorges took out three piers of the Urban and Interurban Railway company's bridge across the river at Maumee City, and also did considerable damage to the wagon bridge across the river at that point, but did not take the bridge. At 9:45 they were seen to be warships making for ▲skold island. About noon the enemy's squadron was midway between the coast and Askold island, making for Ussuri bay. They were out of reach of the shore batteries. At 1:30 the enemy formed in line of battle, but did not approach to a closer range than five and one-third miles. They directed their fire against the shore batteries and the town, but no damage resulted, as most of their 200 lyddite shells failed to burst. In order to checkmate this move the Russian outpost, 1,500 strong, which crossed the Tumen, is advancing to occupy Koyryong, on the Tumen, a walled city, commanding the trails along which the Japanese must pass. '"The Japanese fire ceased at 2:20 p. m., and the enemy retired in the direction of Askold island. Five Reported Killed Paris, March 7.—The St. Petersburg correspondent of the Echo de Paris concerning the bombardment of Vladivostok says that the opinion of competent men 1b that the Japanese wished to liud out whether or not the Russian squadron was in the port of Vladivostok in the belief that should it prove to be absent it would be necessary for the vessels to return and defend the place. The correspondent adds: "These tactics are useless, as the general staff here knows ReitJsensteln's exact destination and thut he has succeeded in carrying out the plan confided to him despite the constant vigilance of the Japanese. I am not allowed to say more today." During the bombardment by the Japanese fleet private dispatches say that five persons were killed, four sailors and the wife of an engineer. It is apparent the Japanese were afruid to risk exposing their ships to the plunging fire of the land batteries, and it is considered probable here that the attack was really for the purpose of drawing the fire of the Russian forts, compelling the Russians to disclose the position and caliber of their guns oud also for the purpose of ascertaining whether the Runian aqundron was in port. Chicago, March 7l—The Cement Finishers and Helpers' union went on strike today to enforce its demand for higher wages. The walkout ties up extensive sidewalk Improvements that have been planned in every section of the city. The demand of the union calls for a wage increase of 10 cents an hour. The finishers are now paid 50 cents an hour and the helpers 35 cents an hour. Nearly a thousand workmen are affected. STRIKE QUESTION REI "ERRED. Will be Voted on in the Various Local Union*. Indianapolis, Ind., March' 7.—By an almost unanimous vote, the miners referred to the local unions the question of declaring a strike. Toledo, O., Match cltj- Is Hi Imminent danger from high water. A heavy rain has fallen, and the ice gorges up the river have been gradually moving down toward the city. At the bridge of the Toledo Railway tfnd Terminal company, a mile below the gorge, the water is nineteen feet above the normal stage. The gorges took out three piers of the Urban and Interurban Railway company's bridge across the river at Maumee City, and also did considerable damage to the wagon bridge across the river at that point, but did not take the bridge. In order to checkmate this move the Russian outpost, 1,500 strong, which crossed the Tumen, is advancing to occupy Koyryong, on the Tumen, a walled city, commanding the trails along which the Japanese must pass. '"The Japanese fire ceased at 2:20 p. m., and the enemy retired in the direction of Askold island. Five Reported Killed Paris, March 7.—The St. Petersburg correspondent of the Echo de Paris concerning the bombardment of Vladivostok says that the opinion of competent men 1b that the Japanese wished to liud out whether or not the Russian squadron was in the port of Vladivostok in the belief that should it prove to be absent it would be necessary for the vessels to return and defend the place. The correspondent adds: "These tactics are useless, as the general staff here knows ReitJsensteln's exact destination and thut he has succeeded in carrying out the plan confided to him despite the constant vigilance of the Japanese. I am not allowed to say more today." During the bombardment by the Japanese fleet private dispatches say that five persons were killed, four sailors and the wife of an engineer. It is apparent the Japanese were afruid to risk exposing their ships to the plunging fire of the land batteries, and it is considered probable here that the attack was really for the purpose of drawing the fire of the Russian forts, compelling the Russians to disclose the position and caliber of their guns oud also for the purpose of ascertaining whether the Runian aqundron was in port. Y., March 7.—Rev. Cicero Barber preached a stirring old time missionary sermon at the Methodist church at Fort Edward in celebrai tion of his ninety-fourth birthday. He Is one of the best known members of the Troy conference. Chicago, March 7l—The Cement Finishers and Helpers' union went on strike today to enforce its demand for higher wages. The walkout ties up extensive sidewalk Improvements that have been planned in every section of the city. The demand of the union calls for a wage increase of 10 cents an hour. The finishers are now paid 50 cents an hour and the helpers 35 cents an hour. Nearly a thousand workmen are affected. STRIKE QUESTION REI "ERRED. Will be Voted on in the Various Local Union*. Indianapolis, Ind., March' 7.—By an almost unanimous vote, the miners referred to the local unions the question of declaring a strike.
