Washington, Feb. 22.—The development of the Philippines commercially and industrially for the first nine months of 11*03 is the subject of a specinl bulletin by the bureau of insular affairs. It is shown that both in imports and exports there was an increase compared with a corresponding period in the preceding year. Heavy exports of hemp and copra, offsetting heavy imports of rice, explained the Increase. During the period named the Imports were $2CM03,G01 against $24,- 338,322 for 1002. St Petersburg, Feb. 22.—An official report of the fight at Chemulpo, on Feb. 9, as given by Pavloff, the Russian minister at Seoul, was published this morning. The report gives facts alrfeady known, and adds: ''The Korletz was enroute to Port Arthur, when It met the Japanese squadron and returned to port. The following morning the Japanese officially advised the Korletz and Variag of the commencement of hostilities and invited the cruisers to come out. The Variag was hit three times below the water line and returned to the harbor, where, to avoid capture, both were sunk. At this time the Russian steamer Sugarf "arrived and was burned and sunk by her own crew. The report also says that one of thevJapanese torpedo boats was sunk. One of the turrets on the Japanese cruiser Asema was silenced and the captain's bridge destroyed. According to the report, the Japanesrfs cruiser Takachico sank toward night The next morning a Japanese transport landed about 80 killed or wounded. Boston, Feb. 22.—Not since the winter of 1855 have the citizens of East Boston been afforded the novel pleasure of walking or sailing across the ice between Jeffry's point and Governor's Island, a distance of nearly a mile. All day people took advantage of the opportunity, hundreds of men and boys walking and skating across the vast field of ice. In the afternoon two East Boston made the trip in an Improvised Iceboat. Heath ns secretary of the Republican national committee is announced, as is also Its acceptance. The duties of secretary will devolve on Elmer Dover, the assistant secretary of the committee, until the full committee meets a few days before the national convention, when a secretary will be elected to succeed Mr. Heath. The battleship Shikishima, which was Injured on the eve of the war, was repaired in time to participate in Admiral Togo's attack on Port Arthur. On Feb. 0 she was returning to Sasebo after the naval maneuvers and while changing her berth struck bottom. Her accident was at first regarded as serious, and it was thought that Japan would have to defer war until the Shikishima had been repaired, owing to the then evenly balanced strength ol Japan and Russia. Washington, Feb. 22.—The development of the Philippines commercially and industrially for the first nine months of 11*03 is the subject of a specinl bulletin by the bureau of insular affairs. It is shown that both in imports and exports there was an increase compared with a corresponding period in the preceding year. Heavy exports of hemp and copra, offsetting heavy imports of rice, explained the Increase. During the period named the Imports were $2CM03,G01 against $24,- 338,322 for 1002. The following morning the Japanese officially advised the Korletz and Variag of the commencement of hostilities and invited the cruisers to come out. At this time the Russian steamer Sugarf "arrived and was burned and sunk by her own crew. The report also says that one of thevJapanese torpedo boats was sunk. Boston, Feb. 22.—Not since the winter of 1855 have the citizens of East Boston been afforded the novel pleasure of walking or sailing across the ice between Jeffry's point and Governor's Island, a distance of nearly a mile. All day people took advantage of the opportunity, hundreds of men and boys walking and skating across the vast field of ice. In the afternoon two East Boston made the trip in an Improvised Iceboat. The battleship Shikishima, which was Injured on the eve of the war, was repaired in time to participate in Admiral Togo's attack on Port Arthur. Her accident was at first regarded as serious, and it was thought that Japan would have to defer war until the Shikishima had been repaired, owing to the then evenly balanced strength ol Japan and Russia. Jamestown, N. Y., Feb. 22—The manufacturing plant of the Breed Johnston Furniture company has been destroyed by lire here. The concern Is one of the oldest In the city and employed a hundred men.
