It Is reported that Just as the train entered New Castle Junction yards a man was seen breaking the lock of a switch with a crowbar. A marvelous feature of the wreck is that no one was hurt The engine remained upon the rails, but t'# tender was hurled over on its side, drawing the baggage and passenger can? with it from the track. Perhaps more disturbing than any factor of the day Is the news which comes here by way of Peking and froui Tokyo that the Russian government formally has announced to China that It will not remove Its troops from Manchuria, that the native soldiers must be disarmed and that the czar's troops will preserve order, at least during the winter. While both France and England are using every effort to bring about a more reasonable situation between Russia and Japan, it is the current opinion here in the most conservative quarters that war may be looked for nt any moment. No confirmation can be obtained from the American legation, but the semiofficial newspapers assert that Secretary Hay has taken a very firm stand within the last few days in respect of Russia and practically has informed the czar's minister in Washington that the United States government would not permit any of its treaty rights In the far cast to bo amended or Interfered with In auy way, no matter what the result might be of any war. It is said that the American secretary has gone further and has intimated that the United States would be disposed to enforce the confessions promised by China and which the United States believes have not been formally made because of Russian Interference.
