Miniiter Leishman. St. Petersburg, Dec. 9. — Peace between Russia and Japan Is now believed to be assured as the result of the action of the czar at Tsarskoye Selo, where he and the foreign minister, Count Lamsdorf, have considered the reply to the Japanese proposals. If Japan Is willing to accept some modifications there is nothing to stand in the way of complete agreement. Washington, Dec. 9.—The Navy Department officials admitted this morning that the landing of United States marines from the Dixie on the Isthmus of Panama was justified by orders cabled to Rear Admiral Henry Glass last Thursday to take every means to prevent the Invasion of the Isthmus by Colombia. It will be expected of Admiral Glass that he will prevent'the invasion of the Isthmus by land as well as by water and, if necessary, ro- Inforcements will be sent him in the way of additional marines. At present, the United States cruiser Prairie is lying ofT Guantanamo, Cuba, with 300 marines aboard, which could be sent to Panama in case it Is thought necessary.Constantinople, Dec. p.—The United States flag over the consulate at Alexandretta, Asiatic Turkey, has been linuied down, and Consul Davis lias left his post for Beirut in consequence of a serious diplomatic Incident during which Mr. Davis was insulted and assaulted by the local police. The senate in executive session referred tlie treaty between the United States and Panama for the construction of a canal across the isthmus to the committee on foreign relations. The senate without comment also referred the nomination of General Leonard Wood to be major general to the committee on military affairs. Our Toy Department is The mob was composed of about 300 men, all white and nearly all armed, shotguns and repeating rifles being plentiful, while revolvers and clubs were also in evidence. Several shots were fired In the street, but no one was on a big scale this year. Be sure and visit it. The affair grew out of the arrest of an Armenian, Ohannes Attarian. a naturalized American citizen. Attarian had been In prison at Aleppo during the past two months and had just been liberated through the intervention of the American consular agent on condition of bis leaving the country forthwith. The house has authorized the committee on iDostoffleeK and postroads to request the postmaster general to supply the committee with papers In connection with the recent investigation of the postofflce department. It was explained by Mr. Overstreet, chairman Of the committee, that the purpose of the resolution was to supply the committee with information essential to the proper consideration of appropriation bills. The riot was caused by bitter political feeling which has existed between the straight out Democratic element in Norfolk county and the fusion element, controlled by Martin. It is charged by the Democrats that.the county official# presen tin the office of the improvement board had assembled there to col led the poll taxes from negroes surrep titiousiy and that, on the other hand, obstacles are placed in the way of white Democrats qualifying to vote. In the crowd was C. W. Rockefeller, a first cousin of the Standard Oil magnate, and Key. Herbert Scliols. a Christian minister. hurt. The conference lasted an hour and a half, during which certain modifications of Jupan's proposals relative to Korea were decided upon. These wero immediately cabled to Baron de Rosen the Russian minister to Japan, and Ad miral Aiexieff, the Russian viceroy in the far east. The latter will probably lay them informally before the Japanese negotiators at Tokyo. The modifications are said to be of minor importance.PEOPLE'S STORE. 15 South Main St., Pitts ton. Mr. Davis was accompanying Attariau on board a departing steamer when the police Intercepted the party, assaulted and insulted Mr. Davis and in spite of the resistance of the consul and his attendant guards rearrested Attarlan and took hiui back to prison. Mr. Davis immediately lowered the flag over the consulate and formally broke oft 'relations with the Turkish authorities by quitting Alexandretta. leaving the consulate in charge of the vice consul. A mob of Moslems seized on the occasion to make a hostile demonstration against the consulate and against the Christians generally. A., retired, was the most important witness before the senate committee on military affairs. When we now speak of a buxom person we think of such a one as Mrs. Lupin in "Martin Chuzzlewit," a plump, middle aged, good looking, good naturod, kind, agreeable woman. We do not usually apply the term to a thin woman, or to a young girl, or to an old woman. Assuredly we should never think of calling a man or boy buxom. The word, however, once really meant pliable or flexible, and afterward obedient. New York, Dec. 9.—Among the pas sengers on the Atlas Line steamer , Athos, which arrived today from South American ports, were two cabin pas sengers from Porto Colombia. They say the excitement attending the secession of Panama has quieted down and people go about their usual affairs with indifference to tjie question. They denied that the American consul at Baranqullla had been stoned by a mot1 of excited malcontents. The consul himself expressed astonishment when he heard the report. The Turkish authorities further claim that Attarlan, who is a native of Dinrbekir, Asiatic Turkey, lias been traveling about the country with an illegal passport. They also point out that the question of Armenians naturalized iu America returning to Turkey has always been a source of trouble, as the porte Invariably refuses to recognize naturalization. Exactly what form the latter arrangement will take is not known manifestly since it covers territory over which China exercises sovereignty. Probably it will not be made the subject of a treaty, but will take the form of a note. WE CARRY THE BEST FLOUR manufactured. In the Salisbury Manual the woman at the marriage service promised to be "bonalr" and "buxom," which is explained in the margin to mean meek and obedient. We are hereby reminded of Milton's line In the most beautiful of all odes, "So buxom, blithe and debonair." This original meaning of the word appears in Chaucer's "Merchant's Tale," "For who can be so buxom as a wife?" The word in its application was not limited to women. In "The Clerk's Tale" we are told of men, "And they with humble heart full buxomly." In Henry Cochrane's dictionary (A. D. 162U) buxom is defined as pliant, obedient.—National Review.
