Fears are entertained for the safety of Americans in Colombia and of the possibility of the anger of the populace being vented against foreigners generally.Chicago, Nov. 13.—Wild rioting and general destruction of the property of the Chicago City railway marked the Inauguration of a strike of its 3,000 union employees, who succeeded in causing a complete tieup of all the surface car lines owned and operated by the company in the south, or business, district of this city. Despite the desperate efforts of the president and general manager, who were compelled to call the police to their aid, the company reluctantly abandoned the idea of running Its cars and decided to await further developments. Washington, Nov. 13.—The formal official recognition of the new Republic of Panama by the President of the United States took place this morning, when M. Phllllppe Buna Varalla, envoy extraordinary and minister plenipotentiary of-the isthmian government, was received at the White House. He presented his credentials and exchanged with the President the speeches of amity customary upon the presentation of a new diplomat. Senators and Cabinet Members Meet Washington, Nov. 13.—An important and protracted conference took place at the White House last night, at which the attitude of the United States toward the Panama revolution was carefully considered, with a view to devising the most expeditious and effective means of disposing of the criticisms which the Democrats are believed to be preparing to launch against the administration's position. at White House. Boyd and Amador, the commissioners who sailed two days ago for Washington, were charged with other duties, and would only act in an advisory capacity as to the treaty. Sir Mortimer, as he is called in England, has had a diplomatic training covering thirty years. He performed important service for Great Britain in Afghanistan and of late has been ambassador to Spain. Though the striking motorinen, gripmen and conductors of the cable and electric roads made several savage attacks upon the nonunion men employed by the company to take their places when they determined to strike because their demands for an increase of 25 per cent in their wages, for a shorter workday and a general recognition of the union were refused, no one was killed. Aided by itrike sympathizers, however, they threw many cars and trains from their tracks and crtfcted a panic among the patrons of the road, besides injuring severely two 'women passengers and many of the nonunion employees. At the close of the conference none of those who had been present would talk for publication, although It was admitted that Panama had been the chief subject under discussion, and it was intimated that the Republican leaders in the senate had made themselves so familiar with the subject as to place them In a position where they will have no difficulty In refuting any sophistry or answering any argument which the opposition is likely to present. The President's official recognition of the new republic this morning, through his reception and exchange of courtesies with Minister Varilla, received the approval of the members. The present peaceful condition of affairs on the Isthmus and the apparent acceptance of the inevitable by Colombia are regarded with much satisfaction. Th» projected terms of the new treaty with Panama for the construction of a canal were gone over In a general way. Under the new regime, the United States expects to secure more valuable concessions in regard to the canai than were asked of Colombia. Referred to New Ways and Means Committee. More than 300,000 business men were compelled to geek other means to reach their offices when they started for the southern end of the city. The elevated and steam roads were taxed to their utmost capacity by the added crowds who sought to reach their destinations by unusual routes, while omnibuses, hacks and express wagons did n flourishing day's business transporting the belated wnyfarers to their destinations. Mahanoy City, Pa., Nov. 13-.—Driven to despair by the taunts, gibes and contempt hurled at him because he worked during the miners' strike, one year ago, Noah Richards committed suicide at the Miners' hospital this morning by cutting his throat with a razor. During the strike, Richards three times barely escaped death at the hands of mobs. Opposition to Wood's Promotion, Realizing the rioting consequent upon the declaration of a strike would imperil the lives of the citizens. Mayor Carter E. Harrison issued a warning to every one to remain away from the streets along which the Hues of the Olty railway extended. To aid In the handling of the strikers he appointed Herman F. Schuettler assistant chief of police and ordered that the reserves be held In readiness to respond at a moment's notice to any call for assistance which the company might make. Washington, Nov. 13.—Numerous were the heartburnings occasioned by the i#i nounceinent of the membership of the ways and means committed by Speaker Cannon. This feeling of regret was not confined to the individual aspirants for the coveted honor, whose qualifications and claims had been urged since Mr. Cannon's election to the speakership became a certainty, but delegations having state pride at heart rrerc bitterly disappointed when the desirable assignments went elsewhere. It was with difficulty that some members who were supporting one of their own delegation recovered themselves sufti clently to extend their congratulations to the successful applicants. The bitterness with which the fight against the continuation of Leonard Wood as a major general will be conducted has become evident. Senator Teller requested in executive session that the nomination bo held up until evidence could be submitted to the military nffalrs committee. Colon, Nov. 13.—What most Impresses all observers of the present situation on the Isthmus of Panama Is the complete success of the secesslqn movement and the orderly continuance of affairs since the change of government. All governmental functions have so far beeq carried on with complete success, and the unanimous feeling throughout the district of Panama in favor of the new government is far beyond what its promoters anticipated when making their preparations for the memorable event of Nov. 8. UTAH MINERS STRIKE. LOWEST PRICES. Out in Sympathy With the Colorado Strikers. The Democrats of the sennte linve virtually reached an agreement to oppose a canal treaty with the new republic of Panama, on the ground that the Spooner act must be changed before such a treaty can be made. Although the full list of the Injured In the street car strike rioting is undoubtedly large, the police secured the names only of those whose wounds were of a serious nature. The most serious cases probably are those of H. S. Orton, the conductor who was beaten while trying to run a Cottage Grove avenue cable train, and his gripman, William Watson. Besides being hit with missiles, these mec were dragged from their car by the rioters and beaten. Orton may not live. Albert Barren, a nonunion motorman on the Wentworth avenue line, was taken to his home unconscious from being hit on the head with a brick, but he will recover. Two men at the Seventy-seventh street barns had their heads cut and were badly bruised by missiles thrown by rioters. About fifteen arrests have been made for rioting. Large List of Injured. BRENNAN and ROBERTS Salt Lake City, Utah, Nov. 13.—The first miners' strike in the history of Utah was inaugurated last night, when 365 miners employed in the Utah Fuel Co.'s Sunnyslde colliery decided to go out in sympathy with the striking miners of Colorado. This number is one-third of the employes of the company and it is probable the others will follow. The Sunnyslde product Is coking coal and the strike has thrown many burners out of work. 42 N. MAIN. Speaker Cannon announced the new ways and means committee, which will at once begin consideration of the Coban bill, as follows: The Democrats are aware a large proportion of the people favor a canal and they will not oppose that general proposition, but they will insist that the canal be proceeded with according to the Spooner law, which directed the president to construct a canal on the Nicaragua route if negotiations with Colombia for the Panama canal were not concluded within a reasonable time. Shamokin, Pa., Nov. 13.—Fire broke out in an unknown manner in No. 8 vein of the Enterprise colliery last night and has raged fiercely ever since. A volunteer force is fighting the flames. The colliery is owned by W. L. Connell & Co., of Scranton, and employs 500 men and boys. Representative Payne (Hop., N. Y.).' chairman of the ways and means committee, introduced a bill to carry into effect the reciprocity convention between the United States and the republic of Cuba, signed on the 11th day of December, in the year 1!)02. The man was chased Into the engine house near by, and before the police could reach the spot a mob of 2,000 persons surrounded the place, howling for the life of the refugee. A squad of policemen after great difficulty finally quelled the disturbance and removed the man to a place of safety. Green, a venerable citizen of this city, who was known as the "Father of Greater New York," was fatally shot this afternoon at 39th street and Park avenue by Cornelius M. Williams, a negro, 43 years old. Green was shot five times. He was born at Green Hill, Worcester, Mass., Oct. 6, 1820. Green expired shortly after the shooting. Reciprocity Treaty Bill. The war ships are examining all vessels arriving at Colon from Colomblau ports and scrutinizing the passengers with the object of discouraging the landing of objectionable persons. It Is believed that the sending of troops by Colombia Is the only thing that can possibly disturb the tranquil march of events on the Isthmus. Whenever the president of the United States shall receive satisfactory evidence that the republic of Cuba has made provision to give full effect to tlit' articles of the convention between the United States and the republic of Cuba, signed on the 11th day of December in the year one thousand nine hundred and two, he is hereby authorized to issue his proclamation declaring that he has received such evidence, and thereupon on the tenth day after exchange of ratifications of such convention between the United States and the republic of Cuba, and so long as the said convention shall remain In foree. all articles of merchandise being the product of the soil or industry of the republic ol Cuba which are now imported into the United States free of duty shall continue to be so admitted free of duty, and all other articles of merchandise being the product of the soil or Industry of til' republic of Cuba imported into the United States shall be admitted at a reduction of 20 per centum of the rates of duty thereon. as provided by the tariff act of the United States, approved July 24. 1897. or as may be provided by any tariff law of the United States subsequently enacted. Fears are entertained for the safety of Americans in Colombia and of the possibility of the anger of the populace being vented against foreigners generally.Chicago, Nov. 13.—Wild rioting and general destruction of the property of the Chicago City railway marked the Inauguration of a strike of its 3,000 union employees, who succeeded in causing a complete tieup of all the surface car lines owned and operated by the company in the south, or business, district of this city. Despite the desperate efforts of the president and general manager, who were compelled to call the police to their aid, the company reluctantly abandoned the idea of running Its cars and decided to await further developments. Washington, Nov. 13.—The formal official recognition of the new Republic of Panama by the President of the United States took place this morning, when M. Phllllppe Buna Varalla, envoy extraordinary and minister plenipotentiary of-the isthmian government, was received at the White House. He presented his credentials and exchanged with the President the speeches of amity customary upon the presentation of a new diplomat. Senators and Cabinet Members Meet Washington, Nov. 13.—An important and protracted conference took place at the White House last night, at which the attitude of the United States toward the Panama revolution was carefully considered, with a view to devising the most expeditious and effective means of disposing of the criticisms which the Democrats are believed to be preparing to launch against the administration's position. at White House. Boyd and Amador, the commissioners who sailed two days ago for Washington, were charged with other duties, and would only act in an advisory capacity as to the treaty. Sir Mortimer, as he is called in England, has had a diplomatic training covering thirty years. He performed important service for Great Britain in Afghanistan and of late has been ambassador to Spain. Though the striking motorinen, gripmen and conductors of the cable and electric roads made several savage attacks upon the nonunion men employed by the company to take their places when they determined to strike because their demands for an increase of 25 per cent in their wages, for a shorter workday and a general recognition of the union were refused, no one was killed. Aided by itrike sympathizers, however, they threw many cars and trains from their tracks and crtfcted a panic among the patrons of the road, besides injuring severely two 'women passengers and many of the nonunion employees. At the close of the conference none of those who had been present would talk for publication, although It was admitted that Panama had been the chief subject under discussion, and it was intimated that the Republican leaders in the senate had made themselves so familiar with the subject as to place them In a position where they will have no difficulty In refuting any sophistry or answering any argument which the opposition is likely to present. The President's official recognition of the new republic this morning, through his reception and exchange of courtesies with Minister Varilla, received the approval of the members. The present peaceful condition of affairs on the Isthmus and the apparent acceptance of the inevitable by Colombia are regarded with much satisfaction. Th» projected terms of the new treaty with Panama for the construction of a canal were gone over In a general way. Under the new regime, the United States expects to secure more valuable concessions in regard to the canai than were asked of Colombia. Referred to New Ways and Means Committee. More than 300,000 business men were compelled to geek other means to reach their offices when they started for the southern end of the city. The elevated and steam roads were taxed to their utmost capacity by the added crowds who sought to reach their destinations by unusual routes, while omnibuses, hacks and express wagons did n flourishing day's business transporting the belated wnyfarers to their destinations. Mahanoy City, Pa., Nov. 13-.—Driven to despair by the taunts, gibes and contempt hurled at him because he worked during the miners' strike, one year ago, Noah Richards committed suicide at the Miners' hospital this morning by cutting his throat with a razor. During the strike, Richards three times barely escaped death at the hands of mobs. Opposition to Wood's Promotion, Realizing the rioting consequent upon the declaration of a strike would imperil the lives of the citizens. Mayor Carter E. Harrison issued a warning to every one to remain away from the streets along which the Hues of the Olty railway extended. To aid In the handling of the strikers he appointed Herman F. Schuettler assistant chief of police and ordered that the reserves be held In readiness to respond at a moment's notice to any call for assistance which the company might make. Washington, Nov. 13.—Numerous were the heartburnings occasioned by the i#i nounceinent of the membership of the ways and means committed by Speaker Cannon. This feeling of regret was not confined to the individual aspirants for the coveted honor, whose qualifications and claims had been urged since Mr. Cannon's election to the speakership became a certainty, but delegations having state pride at heart rrerc bitterly disappointed when the desirable assignments went elsewhere. It was with difficulty that some members who were supporting one of their own delegation recovered themselves sufti clently to extend their congratulations to the successful applicants. The bitterness with which the fight against the continuation of Leonard Wood as a major general will be conducted has become evident. Senator Teller requested in executive session that the nomination bo held up until evidence could be submitted to the military nffalrs committee. Colon, Nov. 13.—What most Impresses all observers of the present situation on the Isthmus of Panama Is the complete success of the secesslqn movement and the orderly continuance of affairs since the change of government. All governmental functions have so far beeq carried on with complete success, and the unanimous feeling throughout the district of Panama in favor of the new government is far beyond what its promoters anticipated when making their preparations for the memorable event of Nov. 8. UTAH MINERS STRIKE. LOWEST PRICES. Out in Sympathy With the Colorado Strikers. The Democrats of the sennte linve virtually reached an agreement to oppose a canal treaty with the new republic of Panama, on the ground that the Spooner act must be changed before such a treaty can be made. Although the full list of the Injured In the street car strike rioting is undoubtedly large, the police secured the names only of those whose wounds were of a serious nature. The most serious cases probably are those of H. S. Orton, the conductor who was beaten while trying to run a Cottage Grove avenue cable train, and his gripman, William Watson. Besides being hit with missiles, these mec were dragged from their car by the rioters and beaten. Orton may not live. Albert Barren, a nonunion motorman on the Wentworth avenue line, was taken to his home unconscious from being hit on the head with a brick, but he will recover. Two men at the Seventy-seventh street barns had their heads cut and were badly bruised by missiles thrown by rioters. About fifteen arrests have been made for rioting. Large List of Injured. BRENNAN and ROBERTS Salt Lake City, Utah, Nov. 13.—The first miners' strike in the history of Utah was inaugurated last night, when 365 miners employed in the Utah Fuel Co.'s Sunnyslde colliery decided to go out in sympathy with the striking miners of Colorado. This number is one-third of the employes of the company and it is probable the others will follow. The Sunnyslde product Is coking coal and the strike has thrown many burners out of work. 42 N. MAIN. Speaker Cannon announced the new ways and means committee, which will at once begin consideration of the Coban bill, as follows: The Democrats are aware a large proportion of the people favor a canal and they will not oppose that general proposition, but they will insist that the canal be proceeded with according to the Spooner law, which directed the president to construct a canal on the Nicaragua route if negotiations with Colombia for the Panama canal were not concluded within a reasonable time. Shamokin, Pa., Nov. 13.—Fire broke out in an unknown manner in No. 8 vein of the Enterprise colliery last night and has raged fiercely ever since. A volunteer force is fighting the flames. The colliery is owned by W. L. Connell & Co., of Scranton, and employs 500 men and boys. Representative Payne (Hop., N. Y.).' chairman of the ways and means committee, introduced a bill to carry into effect the reciprocity convention between the United States and the republic of Cuba, signed on the 11th day of December, in the year 1!)02. The man was chased Into the engine house near by, and before the police could reach the spot a mob of 2,000 persons surrounded the place, howling for the life of the refugee. A squad of policemen after great difficulty finally quelled the disturbance and removed the man to a place of safety. Green, a venerable citizen of this city, who was known as the "Father of Greater New York," was fatally shot this afternoon at 39th street and Park avenue by Cornelius M. Williams, a negro, 43 years old. Green was shot five times. He was born at Green Hill, Worcester, Mass., Oct. 6, 1820. Green expired shortly after the shooting. Reciprocity Treaty Bill. The following is tile full text of the measure: War Shlpa Watch Arrivals at Colon. No nwvrs has yet been received here of any attempt on the part of Colombia to mora troops to the isthmus. Should sucb an attempt be made hy sea thp United States naval commanders would Inform the commanders of the transports tbat the troops would not be permitted to land at Colon. The war ships are examining all vessels arriving at Colon from Colomblau ports and scrutinizing the passengers with the object of discouraging the landing of objectionable persons. It Is believed that the sending of troops by Colombia Is the only thing that can possibly disturb the tranquil march of events on the Isthmus. Whenever the president of the United States shall receive satisfactory evidence that the republic of Cuba has made provision to give full effect to tlit' articles of the convention between the United States and the republic of Cuba, signed on the 11th day of December in the year one thousand nine hundred and two, he is hereby authorized to issue his proclamation declaring that he has received such evidence, and thereupon on the tenth day after exchange of ratifications of such convention between the United States and the republic of Cuba, and so long as the said convention shall remain In foree. all articles of merchandise being the product of the soil or industry of the republic ol Cuba which are now imported into the United States free of duty shall continue to be so admitted free of duty, and all other articles of merchandise being the product of the soil or Industry of til' republic of Cuba imported into the United States shall be admitted at a reduction of 20 per centum of the rates of duty thereon. as provided by the tariff act of the United States, approved July 24. 1897. or as may be provided by any tariff law of the United States subsequently enacted.
