It is known that after the death of Lord Pauncefote the appointment of Sir Michael Herbert was opposed by several well known New York people, and a prominent Englishwoman, then Reached Him on Sunday and Shook Easton, Pa., Oct. 6.—O. W. MacKey, aged 60, a prominent member of the Northampton county bar, was found dead in bed this morning. Death of an Easton Lawyer. These precautions resulted from the attempt made by an armed crank, Peter Elliott, to reach the President at the White House yesterday. It develops that the President was in more imminent danger from Elliott on Sunday thafa yesterday. On Sunday, Elliott was able to seize the President's hand at the church door, and had he been of the same frantic mood as yesterday he would probably have shot at the President, for It is pretty certain that he has carried a revolver ever since he arrived in the city from Minneapolis. The President was supposed to be protected by a body guard at the church, yet at the moment Elliott grabbed the .President's hand there was no detective within 20 feet of him. Washington, Oct. 8.—The federnl grand jury which lins been Investigating the post office department has reported a large number of additional Indictments.Viewers in Damage Suit. London, Oct. 6.—Only one opinion is expressed in the editorials this morning on Mr. Balfour's letter reproaching tlie Duke of Devonshire with breach of faith—nitmcly, that it Is a manifestation of his dismay and disappointment at the loss of his most important colleague and his sense of the damaging effect that the Duke of Devonshire's withdrawal will have on his administration. The' board of viewers appointed at the request of Mrs. Sarah Reilly and others, to fix the damages done to property on South Main street, south of Railroad street, by the change of grade at the time the city paved Main street, met yesterday and viewed the properties for which damages were asked. In the near future the viewers will hold another meeting and take testimony on the matter. They are Joseph Crockett, of Hunlock Creek; D. O. Coughlin, Esq., of Wilkesbarre, and M. M. McCarty, of Ashley. They were accompanied by Wj. L. Pace, Esq., representing the plaintiffs, and city solicitor George O'Brien, for the city. Tyner, formerly iissistunt attorney general for the post office department, and Harrison J. Barrett, who was bis assistant. They are charged with conspiracy to defraud the government.Thore are two indictments against Tyner and three against Barrett. An indictment was also returned against Harry C. Hallenbeck of the firm of Wynkoop, Hallenbeck & Crawford of New York, who formerly had the contract for supplying the department with money order forms. The Conservative organs admit that there is nothing in the duke's conduct to justify such an outburst, and they express regret that the premier should have been hastily betrayed into a departure from his customary urbanity. The Liberal papers believe that after the revelations of Mr. Balfour's conduct toward Mr. Ritchie and Lord George Hamilton regarding the concealment of Mr. Chamberlain's resignation there Is something still hidden of the history of the Duke of Devonshire's action, and they point out that, having sacrificed Mr. Chamberlain with the special object of securing the duke, the premier now finds himself deserted. In that connection John T. Metcalf, formerly chief of the money order division of the post office department, and his son, Norman R. Metcalf, also are Indicted on a charge of conspiracy to defraud. Came From Minneapolis. An Official Statement. Washington, Oct. 0.—The nmn who tried to reach President Roosevelt with a loaded revolver yesterday and was cnptured after a fierce fight with the police in which shots were fired la now said to have come to Washington from Faterson, N. J., the chief anarchistic center of the country. The following statement was made by the post office department: Cabinet Considered Weak. "Three indictments charge Tyner and Barrett with conspiracy, and two additional indictments charge Barrett with agreeing while still in office to receive fees for services rendered or to be rendered in cases pending bofore him as an officer. All the indictments are founded upon the treatment by Tyner nnd Barrett of the business of the so(called bond investment companies. "It is charged that it was the duty of Tyner and Barrett, assistant attorney general and'asslstnnt attorney for the post office department, to investigate the methods of concerns charged with improper use of the malls and In case of guilt to report to the postmaster general and recommend the issue of a fraud order; that in this connection they investigated the business of the bond investment companies and learned that they were all carrying on n business that Involved fraud or lottery, or both, but that Instead of recommending to the postmaster general the Issue of an order that would prevent the delivery of mall or the payment of money orders to those concerns and would thus break up their business Tyner and Barrett conspired to give them unobstructed use of malls in order that Barrett might profit thereby. It is alleged that a conspiracy existed between Hallenbeck and the Metcalfs In that there was an agreement between them tliat there should be no inspection of the forms supplied by the company; that on account of this agreement the forms were printed oil inferior paper; that only one side of them was lithographed, while the contract called for the lithographing of both sides, and that by other devices the company wns enabled to save large sums of money at the expense of the government. These precautions resulted from the attempt made by an armed crank, Peter Elliott, to reach the President at the White House yesterday. It develops that the President was in more imminent danger from Elliott on Sunday thafa yesterday. On Sunday, Elliott was able to seize the President's hand at the church door, and had he been of the same frantic mood as yesterday he would probably have shot at the President, for It is pretty certain that he has carried a revolver ever since he arrived in the city from Minneapolis. The President was supposed to be protected by a body guard at the church, yet at the moment Elliott grabbed the .President's hand there was no detective within 20 feet of him. Washington, Oct. 8.—The federnl grand jury which lins been Investigating the post office department has reported a large number of additional Indictments.Viewers in Damage Suit. London, Oct. 6.—Only one opinion is expressed in the editorials this morning on Mr. Balfour's letter reproaching tlie Duke of Devonshire with breach of faith—nitmcly, that it Is a manifestation of his dismay and disappointment at the loss of his most important colleague and his sense of the damaging effect that the Duke of Devonshire's withdrawal will have on his administration. The' board of viewers appointed at the request of Mrs. Sarah Reilly and others, to fix the damages done to property on South Main street, south of Railroad street, by the change of grade at the time the city paved Main street, met yesterday and viewed the properties for which damages were asked. In the near future the viewers will hold another meeting and take testimony on the matter. They are Joseph Crockett, of Hunlock Creek; D. O. Coughlin, Esq., of Wilkesbarre, and M. M. Tyner, formerly iissistunt attorney general for the post office department, and Harrison J. Barrett, who was bis assistant. They are charged with conspiracy to defraud the government.Thore are two indictments against Tyner and three against Barrett. An indictment was also returned against Harry C. Hallenbeck of the firm of Wynkoop, Hallenbeck & Crawford of New York, who formerly had the contract for supplying the department with money order forms. The Conservative organs admit that there is nothing in the duke's conduct to justify such an outburst, and they express regret that the premier should have been hastily betrayed into a departure from his customary urbanity. Washington, Oct. 0.—The nmn who tried to reach President Roosevelt with a loaded revolver yesterday and was cnptured after a fierce fight with the police in which shots were fired la now said to have come to Washington from Faterson, N. J., the chief anarchistic center of the country. The following statement was made by the post office department: Cabinet Considered Weak. "Three indictments charge Tyner and Barrett with conspiracy, and two additional indictments charge Barrett with agreeing while still in office to receive fees for services rendered or to be rendered in cases pending bofore him as an officer. All the indictments are founded upon the treatment by Tyner nnd Barrett of the business of the so(called bond investment companies. "It is charged that it was the duty of Tyner and Barrett, assistant attorney general and'asslstnnt attorney for the post office department, to investigate the methods of concerns charged with improper use of the malls and In case of guilt to report to the postmaster general and recommend the issue of a fraud order; that in this connection they investigated the business of the bond investment companies and learned that they were all carrying on n business that Involved fraud or lottery, or both, but that Instead of recommending to the postmaster general the Issue of an order that would prevent the delivery of mall or the payment of money orders to those concerns and would thus break up their business Tyner and Barrett conspired to give them unobstructed use of malls in order that Barrett might profit thereby. Norman Metcaif was employed as a clerk In the office of the Wynkoop, Hallenbeck & Crawford company at a salary of $30 a week. It is alleged that a conspiracy existed between Hallenbeck and the Metcalfs In that there was an agreement between them tliat there should be no inspection of the forms supplied by the company; that on account of this agreement the forms were printed oil inferior paper; that only one side of them was lithographed, while the contract called for the lithographing of both sides, and that by other devices the company wns enabled to save large sums of money at the expense of the government.
