Germany then would have no objection. But Turkey has not agreed to this, the reason put forward being that Turkey's prestige is engaged, the insurrection having gone too far for Turkey to withdraw. She has been told she must put down the rising promptly and was doing so. J., Sept. 18.—The worst fears regarding the fate of the fishing smack Red Dragon, which sailed hence for the fishing banks on Monday last, were realized this morning. Reports have been received from the Heavy Cedars live-saving station that the hull of the Red Dragon was washed ashore near there bottom up, completely wrecked. The body of Captain Clark also came ashore. Two other bodies were washed ashore at Beach Haven. They aro supposed to be those of S. L. Swansen and Frank Ducasse, two of the crew. The fresh mobilization, according to German military opinion, will take three weeks, but if the troops are to be employed in European Turkey it will take considerably longer. LaCrosse, Wis., Sept. 18.—Hundreds of families residing in the district adjacent to LaCrosse are fleeing, with what valuables they can grasp, to the hills that skirt the Mississippi, to escape death in the great flood that is sweeping through the Mississippi Val ley. The flood is one of the worst in the history of the valley: Mounted couriers were sent in every direction to warn the people and it is believed that the warnings were received in sufficient time to prevent loss of life. Farms for a distance of 25 miles from this city are being deserted. In many instances stock was drowned before it could be driven away. Miles upon miles of farm lands are inundated. Barns houses, crops and property generally are being destroyed by the raging waters. The press Is assuming a belllcosc tone. The Dnevnik complains that the government's partial mobilization of three divisions is utterly inadequate and urges the Immediate mobilization of the whole Bulgnrlnn army, pointing out thut the experience of other nations—France, the United states and Austria—has proved that It is always necessary to display strength when dealing with Turkey. Roosevelt Returns to Oyster Bay. ieane. New York, Sept. 18. —Presiden: Roosevelt, returning from Antietam to Oyster Bay, arrived in Jersey City at 0 o'clock this morning. He immediately boarded the naval tug Narkeeta, which conveyed him to the yacht Sylph, wailing off Governor's Island. On board the Sylph were Mrs. Roosevelt and son Kermit. The Sylph arrived at Oyster Bay at 10.20 a. m. It only became known to the general public- from this morning's papers. The flood is one of the worst in the history of the valley: Mounted couriers were sent in every direction to warn the people and it is believed that the warnings were received in sufficient time to prevent loss of life. Farms for a distance of 25 miles from this city are being deserted. In many instances stock was drowned before it could be driven away. Miles upon miles of farm lands are inundated. Barns houses, crops and property generally are being destroyed by the raging waters. The press Is assuming a belllcosc tone.
