General Rlvas did all in his power to prevent the shedding of innocent blood, but the repeated panics that sent men, women and children of other nations rushing across those long lanes of death frustrated his most humane efforts. It is not asserted, either, that the Insurgents Intentionally killed persons not involved in the fratricidal strife. The many fatalities of that class must be attributed to the accidents of war. The cardinals met in the hall of the consistory.
