Arthur, grand chief engineer of the Brotherhood of Locomotive Engineers, dropped dead at midnight while speaking at the banquet closing the annual union convention of the Brotherhood of Locomotive Engineers which has been in session for the past few days. Rome, July 17.—An official bulletin issued this morning says: "The Holy Father had, during the night, some hours of sleep, and, on the other hand, shome short periods of excitement. The American side of the question as given by the United States embassy, says the Daily Chronicle, is that the islands are undoubtedly American by right of conquest, having belonged to the Philippines and the sultan of Snlu having confirmed and acknowledged American sovereignty over them. The course taken was to demonstrate America's right and establish n more clearly defined line between the American possessions in the Philippines and Sulu sea and the territories of the British Borneo company. The senate ratified the treaty signed Feb. 10 granting the United States sites at Guantanamo and Baliia Honda for naval and coaling stations; the agreement leasing the areas of the said stations, which was signed July 2, and also the treaty conceding to Cuba sovereignty over the Isle of Pines. The only treaty remaining unratified is the so called permanent treaty covering all the provisions of the Piatt amendment. GROCERIES While the ports to be opened have not yet been specified, it is understood that they are Mukden, the principal inland port of Manchuria, and Tatungkao, near the mouth of the Ynlu river. While the delay In the negotiation of this treaty has at no time been regarded as serious by Secretary Hay, the sudden clearing up of the only point in controversy in a manner so completely to the satisfaction of this country is extremely gratifying. He says the Pope may last some days, or even rally somewhat. The case, the doctor this morning pointed out, defies all prognosis and nothing definite may be prophesied as to when the final crisis will come. The doctors also made an important discovery this morning. The kidneys have again resumed their functions to a great degree. The islands had never been occupied by any European nation, and it is unknown whether Spain et-er recognized the trading treaty which existed between the Borneo company and the inhabitants of the Islands. Freehold, N. .T., July 17.—Two Indictments have been found against Thomas Thomas, alias Drum, n negro who broke Into the house of Mayor O. E. Davis of Red Bank and after collecting a quantity of Jewelry attempted to assault Miss Grace Davis, the mayor's daughter. Thomas was arraigned and pleaded not guilty. His trial was set for Monday. The Isle of Pines treaty was the snb- Ject of three reports, one in favor of postponement, the second favoring amendment by eliminating the statement admitting that the United States had no claim in virtue of the treaty of Paris and the third declaring for unconditional ratification. This last, the minority report, was adopted by 8 votes to 4 after considerable discussion. Cundlff, editor of the Sedalla Capital, and J. M. Shepherd, editor of the Warrensburg Standard Herald, directing them to appear before the supreme court on July 22 and show cause why they should hot be punished for contempt of corirt for publishing articles attacking the supreme court because of one of its recent decisions. The decision In question was in the case of R. H. Oglesbee versus the Missouri Pacific Railway company, in a suit brought for damages, which the supreme court reversed and decided for the railroad. Va., July 17.—On East fork, about ten miles from here, a pistol duel occurred last evening which will bring death to both participants. Harvard Knowlton and Frank C. Dewees, the latter a tlmberman and the former a farmer, who have been enemies for years, met in the hlghwny, and each resorted to firearms. The men were on horseback, and each emptied his revolver, both falling from their horses during the fusillade. Dewees was shot threeytlmes hnd Is now dying. Knowlton was shot through and through by a bullet which entered his right side. He cannot possibly recover.M 'asH Dingess, W. Va., July 17.—At East ForkB, two miles from here, Harvard Knowlton and W. C. Dewees, neighbors who had been enemies for several years, met on the highway, both being on horBeback, and, after passing a few words, both drew revolvers. Dewees soon fell, mortally founded. Y., July 17.—No casualties resulted from the Are which destroyed the Mountain Inn hotel at Pine Hill. Nothing was saved, and several thousand dollars' worth of jewels was lost. The building was owned by P. and M. Herbs of Hudson, N. Y., and the total loss to them and to the 200 guests will exceed $75,000. The Are was caused by an exploding lamp, which was used on account of the electric plant becoming crippled. Costly Summer Hotel Fire. Albany, N. Y„ July 17.—Huls°y Seism and Rosslyn P. Harris, D. & II. car inspectors, were under a ear malting repairs at Delanson yesterday, when another car was switched on the track and ran into the car under which they were working. Abnar McKlnley Dangerously III. Somerset, Pa., July 17.—Abner Mc- Klnley, brother of the late President McKlnley, Is dangerously ill here at his summer residence. The physicians attending him are very much alarmed, and reports are that the distinguished citizen I* not far from death's door. It appears that Mr. McKinley's illness did not assume a serious form until yesterday, when a pain struck him in the back of the head, rendering him helpless. The American side of the question as given by the United States embassy, says the Daily Chronicle, is that the islands are undoubtedly American by right of conquest, having belonged to the Philippines and the sultan of Snlu having confirmed and acknowledged American sovereignty over them. The course taken was to demonstrate America's right and establish n more clearly defined line between the American possessions in the Philippines and Sulu sea and the territories of the British Borneo company. The senate ratified the treaty signed Feb. 10 granting the United States sites at Guantanamo and Baliia Honda for naval and coaling stations; the agreement leasing the areas of the said stations, which was signed July 2, and also the treaty conceding to Cuba sovereignty over the Isle of Pines. The only treaty remaining unratified is the so called permanent treaty covering all the provisions of the Piatt amendment. GROCERIES While the ports to be opened have not yet been specified, it is understood that they are Mukden, the principal inland port of Manchuria, and Tatungkao, near the mouth of the Ynlu river. While the delay In the negotiation of this treaty has at no time been regarded as serious by Secretary Hay, the sudden clearing up of the only point in controversy in a manner so completely to the satisfaction of this country is extremely gratifying. He says the Pope may last some days, or even rally somewhat. The case, the doctor this morning pointed out, defies all prognosis and nothing definite may be prophesied as to when the final crisis will come. At the morning consultation, the doctors discovered that the Pope was no worse than last night. It was decided, under these conditions, that an operation now would not be advisable. The doctors also made an important discovery this morning. The kidneys have again resumed their functions to a great degree. Freehold, N. .T., July 17.—Two Indictments have been found against Thomas Thomas, alias Drum, n negro who broke Into the house of Mayor O. E. Davis of Red Bank and after collecting a quantity of Jewelry attempted to assault Miss Grace Davis, the mayor's daughter. Thomas was arraigned and pleaded not guilty. His trial was set for Monday. The Isle of Pines treaty was the snb- Ject of three reports, one in favor of postponement, the second favoring amendment by eliminating the statement admitting that the United States had no claim in virtue of the treaty of Paris and the third declaring for unconditional ratification. This last, the minority report, was adopted by 8 votes to 4 after considerable discussion. Shepherd, editor of the Warrensburg Standard Herald, directing them to appear before the supreme court on July 22 and show cause why they should hot be punished for contempt of corirt for publishing articles attacking the supreme court because of one of its recent decisions. The decision In question was in the case of R. H. Oglesbee versus the Missouri Pacific Railway company, in a suit brought for damages, which the supreme court reversed and decided for the railroad. Va., July 17.—On East fork, about ten miles from here, a pistol duel occurred last evening which will bring death to both participants. Harvard Knowlton and Frank C. Dewees, the latter a tlmberman and the former a farmer, who have been enemies for years, met in the hlghwny, and each resorted to firearms. The men were on horseback, and each emptied his revolver, both falling from their horses during the fusillade. Dewees was shot threeytlmes hnd Is now dying. Y., July 17.—No casualties resulted from the Are which destroyed the Mountain Inn hotel at Pine Hill. Nothing was saved, and several thousand dollars' worth of jewels was lost. The building was owned by P. and M. Herbs of Hudson, N. Y., and the total loss to them and to the 200 guests will exceed $75,000.
