J., July 9.—Mrs. Catherine Bedle, aged 66, widow of Sergeant Bedle, and sister-in-law of former Governor Bedle, of New Jersey, was killed by a train at the Main street crossing here this morning. The Russian civil administrator, with the governor general of Newchwang, has begun the erection of a government building designed to hold all Russian offices, including the telegraph and telephone departments, in the center of the foreign settlement, partly on land ceded by the Chinese, the Russians explain, and partly on the public square, about which the foreign consulates are congregated. The residents of other nationalities are preparing to protest against this encroachment on the public square. Russian Encroachments. Gold Hunters Lost In an Arizona American Officers Lunched, Desert. For This Week Only A Russian company has completed the purchase of the river stenm tug btfslneH, ttef»tofoi-e controlled by a British company. This is regarded as on-important s{ep toward Russian control of the hnrbor, as the new company is apparently acting in behalf of the Russian government, Russia having only small commercial interests here. The British company had four boats, and the Russians have imported two more. All six vessels are armed and commanded by Russian officers. The crews are composed of soldiers. Burns, of William street, this city, was yesterday appointed sergeant major of the second battalion, Thirteenth regiment, by Col. Louis A. Watres. This appointment was made necessary by the removal of Robert Klple to Blnghamton. The new sergeant has hart a long and varied military experience. Enlisting years ago in Co. C, of this city, he gradually rose from the ranks and became captain of the company. Later he retired from the service, but re-enlisted and for a time was a member of Co. M. About two years ago, Mr. Burns be came a member of Co. A, Thirteenth regiment, and until the time of hlB appointment was a private in the company. Sergeant Burns is known throughout the State as one of the crack shots of Pennsylvania. He has at various times been on both the Ninth and Thirteenth rifle teams. A searching party found Nelson naked and fruiitic with suffering. His tongue was swollen, his lips and body pierced In a thousand spots with cactus thorns, and he was fonnd almost burled in a hole dug by himself In search of water. Nelson was found within two miles of the place from which the two men started on their journey. Topeku, Kan., July 9.—A great deal of excitement has been caused throughout Kansas by the sale in Russell on the auction block of ten negroes, who accepted the bids made for their services by the wheat growers and bound themselves to obey the orders of their purchasers for thirty days. The negroes were all big, strong men, and some who had worked In the Russell county fields last year brought the high price of $6 a day for their services. The lowest price paid was C3.20 a day, and only tDne negro accepted that. The period of the two year enlistments, which began during the intervention, is expiring, and many of the guards arc not disposed to reenlist on account of the small pay and peculiar conditions of the service. The Russian civil administrator, with the governor general of Newchwang, has begun the erection of a government building designed to hold all Russian offices, including the telegraph and telephone departments, in the center of the foreign settlement, partly on land ceded by the Chinese, the Russians explain, and partly on the public square, about which the foreign consulates are congregated. This is regarded as on-important s{ep toward Russian control of the hnrbor, as the new company is apparently acting in behalf of the Russian government, Russia having only small commercial interests here. The British company had four boats, and the Russians have imported two more. All six vessels are armed and commanded by Russian officers. The crews are composed of soldiers. Burns, of William street, this city, was yesterday appointed sergeant major of the second battalion, Thirteenth regiment, by Col. Louis A. Watres. This appointment was made necessary by the removal of Robert Klple to Blnghamton. The new sergeant has hart a long and varied military experience. Enlisting years ago in Co. C, of this city, he gradually rose from the ranks and became captain of the company. Later he retired from the service, but re-enlisted and for a time was a member of Co. M. About two years ago, Mr. Burns be came a member of Co. A, Thirteenth regiment, and until the time of hlB appointment was a private in the company. Sergeant Burns is known throughout the State as one of the crack shots of Pennsylvania. He has at various times been on both the Ninth and Thirteenth rifle teams. A searching party found Nelson naked and fruiitic with suffering. His tongue was swollen, his lips and body pierced In a thousand spots with cactus thorns, and he was fonnd almost burled in a hole dug by himself In search of water. Nelson was found within two miles of the place from which the two men started on their journey. Topeku, Kan., July 9.—A great deal of excitement has been caused throughout Kansas by the sale in Russell on the auction block of ten negroes, who accepted the bids made for their services by the wheat growers and bound themselves to obey the orders of their purchasers for thirty days. The negroes were all big, strong men, and some who had worked In the Russell county fields last year brought the high price of $6 a day for their services. The lowest price paid was C3.20 a day, and only tDne negro accepted that. C., July 9.—A fire which broke out late last' night destroyed Mitchell's livery stables, Scott's livery stables, the Planters' tobacco warehouse and prize house and eight tenement houses.
