All pf the memliors are in attendance. Two sessions were held —morning and afternoon. Both were secret and no information was given out at the noon recess, beyond the fact the entire morning session had been occupied in the discussion of grievances in behalf of the mine workers of the Ninth district. Among them is the dispute as to whether the ten per cent, increase awarded by the Arbitration Commission shall be computed on the gross or net earnings. The same question was expected to occupy the afternoon session. When the board adjourns this evening, a statement will probably be given to the press. July 2.—The position of the administration regarding the proposed transmission of tlie petition of the Jewish citizens of the United States to the ItUbslun government lias lDeen made very clear and positive by a statement authorized by the state department. Tills statement was Inspired by newspnper publications reflecting the attitude of tlie Russian government In the event of the presentation of such a petition through the medium of the United States embassy at St. Petersburg, which had been brought to the attention of high officers of the government.
