Scenes of lawlessness were enacted In different parts of the city, especially In the colored settlements. The entire police force was kept busy putting down disorders. In the section known as Whltechapel a negro assaulted a white man. and several whites came to the rescue. This brought re-en for cements to the negroes, and a general fight was started. The negroes outnumbered the whites, who were gettlug the worst of it when a squad of police arrived. Pistols were fired, and the negroes retired within the houses. Participants on both sides received cut heads, but beyond this It Is not thought any one wus Injured. The Kaiser this morning returned the visit paid him yesterday by Admiral Cotton. His Majesty boarded the flagship Kearsarge amid the booming of guns, all the American /vessels firing 33 guns. As the Emperor stepped aboard the Kearsarge, drums and bugles were sounded and the marines aboard prosented arms. Admiral Cotton received the Kaiser at the gangway and conducted him to his cabin, where they spent half an hour. The two chatted on nautical and personal topics. His Majesty showed intimate knowledge of American naval matters. The Emperor will be Admiral Cotton's guest at lunch on Saturday. The Publishers' Press learns that the Kaiser, several days ago, sent explicit orders to port authorities, the yacht club and others to spare no efforts to make the visit of the Americans an unqualified success. Admiral Cotton received the Kaiser at the gangway and conducted him to his cabin, where they spent half an hour. The two chatted on nautical and personal topics. His Majesty showed intimate knowledge of American naval matters. The Emperor will be Admiral Cotton's guest at lunch on Saturday. The Publishers' Press learns that the Kaiser, several days ago, sent explicit orders to port authorities, the yacht club and others to spare no efforts to make the visit of the Americans an unqualified success.
