Now York, April 16— Six shipwrecked seamen were brought into port this morning by the Norwegian steamer Bergen, which arrived from Havana. The Bergen was riding out the gale on Tuesday, April 14, barely keeping headway, when, at 0 • o'clock in the evening, a ship's boat was seen with men therein. After considerable difficulty the boat was brought alongside and the men hauled aboard the Bergen. A terrific sea was running at the time. The boat was full of water and the men were wet, cold and nearly exhausted. The rescued men were Captain James and five men of the schooner Bella Russell, bound from Maehias for Philadelphia, tflth a cargo of lath. The schooner, which put into Gayhead for harbor, started out to sea last Monday. The wind freshened and shortly it was found that the schooner wasileaklng. The pumps were manned and *kept going, but the gale increased and the schooner labored violently. Finally she rolled the best part of her deck load off, causing the vessel to careen over until the hatches blew of on account of the compression of air In the hold. The crew, in the meantime, cast over more lath to right the schooner, but, seeing the impossibility of saving her, a boat was cut adrift and the crew left the wreck without food or water. For eight'hours the boat tossed about, the seas filling her continually. Then the men were rescued. The schooner was abandoned off Little Egg Harbor, and drifted due west. The crew were picked up eight miles off Absecon. Albany, N. Y„ April 10.-Governor Odell has signed the Hill-Finch bill regulating the labor of women and children in factories. Expert Optician, Elevated Roads Strike Likely. New York, April 16.—It is almost certain that tlie "L" roads will be tied up beginning tomorrow morning.' The men, having been refused their demand for a nine hour day, are voting to determine whether or not to strike, and in their present temper there is little chance of their staying at work. The polls will be open up to 10 o'clock tonight, when the vote will be counted. If it favors a Btrike, the men will not take the trains out tomorrow morning. It is stated that the Interbo rough company has on file thousands of applications for work on the proposed new subwuy lines from men in Brooklyn, Philadelphia, Boston and employees of the surface Hues in Manhattan and that in event of a strike these men The bill forbids the employment in or in connection with any factory in this state of any child under sixteen without a certificate Issued by the health authorities of the city or town showing his age and that he has attended school the equivalent of 130 days In the school year. 3G W. No arrest of equal importance 1ms been made In New York in years, the authorities de- B&R Wlien news of the capture of the negro spread, the jail was speedily surrounded by hundreds of people. There were cries of "Lynch him!" on all sides, and City Attorney 1*. II. Decker mounted the jail steps and made a strong plea in behalf of law and order. This served temporarily to stay the mob, but did not appease It, and a short time after Decker's speech the mob started to batter in a section of the jail wall. Every effort was made to prevent the entrance of the mob. but without avail, and within fifteen minutes the men had gained entrance to the jail and secured the trembling, negro. It limits the hours of employment of such children to fifty-four hours in any week and eight hours in any day and to the hours between 6 a. m. and 9 p. ni. The identity of the man who was murdered on Monday night and whose body, still warm, with thirteen stiletto wounds in the neck and the throat bucked from ear to ear, was found stuffed in a barrel at 5 o'clock the follow ing morning at East Eleventh street and Avenue D has not been established. To the secret service officials he is knowu merely as "the newcomer." The bill of Assemblyman Rogers appropriating $."*D0,000 to pmy the expenses of Governor Odeli, the members of Ills staff and a representation from the national guard attending the dedication of the Louisiana Purchase exposition buildings at St. Louis on April 30 and May 1 and 2 is before Governor Odeli for approvul and will undoubtedly be signed. Adjutant General Henry is making arrangements for the transportation of 1.000 troops, to include a troop of cavalry, about eight companies of Infantry and a- division of naval militia. At one time it seemed that the city attorney would win, as members of Jhe mob began dispersing, but suddenly a rush was made for the spot where the negro was being held, and he was dragged two blocks from the jail, a rope fastened around his neck, and after the rope had bpen thrown over the cross arm of a telegraph pole a score attempted to pull the negro from the ground. Turn of War Over Victim, Harrlsburg, Pa., April 10.—The legislative session of 1903 closed at noon today. The calendars of the senate and house were cleared last night, and there was very little business transacted at today's session. The chambers of the two houses were crowded with spectators to witness the closing scenes of the session. The general appropriation bill, which carries Items aggregating $10,500,000 for the payment of the current expenses of the state government for the next two years, was disposed Of and sent to the governor. In the closing hours of the house the bill creating a state department of labor was killed, and a bill was passed for the retirement of invalided judges on full pay. Algiers, Algeria, April 10. — Algiers was in gala attire In honor of the coming of President Loubet, the flrst chief of state since Emperor Napoleon III. to visit the French north African possessions. The picturesque streets of the ancient city were elaborately decorated. A great fleet of war ships of all the powers welcomed the Jeanne d'Arc and the St. Louis as they entered the harbor. The oflicial reception at the palace was followed by a presidential dinner to the envoys scut by the various foreign countries aud to the foreign naval communders. Rabbi Gotthell Dead. Dr. Gustay Gotthell, rabbi emeritus of Temple Eraunu-Kl, has died at his home, 081 Madison avenue. Dr. Gotthell was one of the great leaders in the modernized school of Hebraic culture, which is in effect a protest against racial exclusiveness, its aim being a genuine federation of all the civilizing currents of thought and teaching which flow from the inspiration of the Decalogue. He was vice president of the Federation of American Zionists and a member of the board of governors of Hebrew Union college In Cincinnati. He was the chosen representative of the Israelites at the parliament of religions at Chicago during the World's fair year. Police efforts to force the prisoners to confess or to admit anything about themselves were sneered at by the dosperate men. Tex., April 10.—A careless workman kicked over a lantern at one of the Caldwell oil wells on block 3N, Ilogg-Swayne tract on Spiudle Top, and started a fire that resulted In the loss of property valued at $1,000,000 and the bankruptcy ofitwenty or more of the smaller companies. There were 175 wells on the three blocks of the tract, and only five of the derricks and punip houses are left standing. Every company that had property In the Hogg-Swayne tract is a loser. The fire swept the three blocks, covered with derricks and pump houses, clear of all its buildings. The derricks left are on the edges and are few and far between. None of the companies had a cent of insurance. Kebate System. x But the mob did not disperse. Instead a rush was made through Mnln street, the prlnylpal street of Joplin, and every negro was frightened off the street and fled to the north part of the city, where the colored population resides. In this way the negroes were driven from all parts of the city to the negro section. Then the mob charged down on the section. Stones were thrown, doors and windows of negro houses were broken in, and finally several were fired. The fire department responded, but many of the houses were burned to the ground. The mob endeavored to prevent the fire department from extinguishing the flames and were partially successful. I 4.00 Mayor Trigg ran from corner to corner and, mounting boxes, made earnest appeals to the mob to cease, but beyond cheering the mayor vociferously the mob swept on, and the depredations continued. The saloons were hurriedly closed by the mayor. After the hundreds of frenzied men composing the mob bad vented their wrath in the north end of the city they rushed to the southern end, where lived a number of negroes. Their houses were vacant, and not a negro could be found. Three more houses were tired, and two were consumed. Mayor'! The two other places where tht alleged counterfeiters assembled were 3 saloon at 8 Prince street, kept by an Italian, and a butcher shop at 10 Stanton street, kept by another Italian. On the floor of each of the places there is sawdust, apparently of the same grain as that found in the barrel, but in only the oue place, 220 Elizabeth street, were barrels of the kind used discovered. They were found in the Oellar. No effort seemingly had been made to conceal them. Coal Schooner Probably Lost. 85c New Orleaus, April 10.—The schooner Bertha Louise is supposed to have foundered with her crew of seven men. She sailed from New Orleans Feb. 1 and from Port Eads Feb. 13 for Frontera. Mexico. Her cargo consisted of 282 tons of coal and T i.(HKI feet of pine lumber for that port. PAIN EXPELLER. William Drury, 'Que well-known firm's letter out of man: Bluelleld, W. Vn., April 16.—News has reached here of a terrible explosion at Vivian, W. Va., at the mines of the Peerless Coal and Coke company. A small shnnty containing a large amount 'of powder near the mine caught fire in some unexplained manner, and an explosion followed. Now York, April 16— Six shipwrecked seamen were brought into port this morning by the Norwegian steamer Bergen, which arrived from Havana. The Bergen was riding out the gale on Tuesday, April 14, barely keeping headway, when, at 0 • o'clock in the evening, a ship's boat was seen with men therein. After considerable difficulty the boat was brought alongside and the men hauled aboard the Bergen. A terrific sea was running at the time. The boat was full of water and the men were wet, cold and nearly exhausted. The rescued men were Captain James and five men of the schooner Bella Russell, bound from Maehias for Philadelphia, tflth a cargo of lath. The schooner, which put into Gayhead for harbor, started out to sea last Monday. The wind freshened and shortly it was found that the schooner wasileaklng. The pumps were manned and *kept going, but the gale increased and the schooner labored violently. Finally she rolled the best part of her deck load off, causing the vessel to careen over until the hatches blew of on account of the compression of air In the hold. The crew, in the meantime, cast over more lath to right the schooner, but, seeing the impossibility of saving her, a boat was cut adrift and the crew left the wreck without food or water. For eight'hours the boat tossed about, the seas filling her continually. Then the men were rescued. The schooner was abandoned off Little Egg Harbor, and drifted due west. The crew were picked up eight miles off Absecon. Albany, N. Y„ April 10.-Governor Odell has signed the Hill-Finch bill regulating the labor of women and children in factories. Expert Optician, Elevated Roads Strike Likely. New York, April 16.—It is almost certain that tlie "L" roads will be tied up beginning tomorrow morning.' The men, having been refused their demand for a nine hour day, are voting to determine whether or not to strike, and in their present temper there is little chance of their staying at work. The polls will be open up to 10 o'clock tonight, when the vote will be counted. If it favors a Btrike, the men will not take the trains out tomorrow morning. There were cries of "Lynch him!" on all sides, and City Attorney 1*. II. Decker mounted the jail steps and made a strong plea in behalf of law and order. This served temporarily to stay the mob, but did not appease It, and a short time after Decker's speech the mob started to batter in a section of the jail wall. Every effort was made to prevent the entrance of the mob. but without avail, and within fifteen minutes the men had gained entrance to the jail and secured the trembling, negro. It limits the hours of employment of such children to fifty-four hours in any week and eight hours in any day and to the hours between 6 a. m. and 9 p. ni. At one time it seemed that the city attorney would win, as members of Jhe mob began dispersing, but suddenly a rush was made for the spot where the negro was being held, and he was dragged two blocks from the jail, a rope fastened around his neck, and after the rope had bpen thrown over the cross arm of a telegraph pole a score attempted to pull the negro from the ground. The calendars of the senate and house were cleared last night, and there was very little business transacted at today's session. The chambers of the two houses were crowded with spectators to witness the closing scenes of the session. The general appropriation bill, which carries Items aggregating $10,500,000 for the payment of the current expenses of the state government for the next two years, was disposed Of and sent to the governor. In the closing hours of the house the bill creating a state department of labor was killed, and a bill was passed for the retirement of invalided judges on full pay. Algiers, Algeria, April 10. — Algiers was in gala attire In honor of the coming of President Loubet, the flrst chief of state since Emperor Napoleon III. to visit the French north African possessions. The picturesque streets of the ancient city were elaborately decorated. A great fleet of war ships of all the powers welcomed the Jeanne d'Arc and the St. Louis as they entered the harbor. The oflicial reception at the palace was followed by a presidential dinner to the envoys scut by the various foreign countries aud to the foreign naval communders. Rabbi Gotthell Dead. Dr. Gustay Gotthell, rabbi emeritus of Temple Eraunu-Kl, has died at his home, 081 Madison avenue. Dr. Gotthell was one of the great leaders in the modernized school of Hebraic culture, which is in effect a protest against racial exclusiveness, its aim being a genuine federation of all the civilizing currents of thought and teaching which flow from the inspiration of the Decalogue. He was vice president of the Federation of American Zionists and a member of the board of governors of Hebrew Union college In Cincinnati. He was the chosen representative of the Israelites at the parliament of religions at Chicago during the World's fair year. Tex., April 10.—A careless workman kicked over a lantern at one of the Caldwell oil wells on block 3N, Ilogg-Swayne tract on Spiudle Top, and started a fire that resulted In the loss of property valued at $1,000,000 and the bankruptcy ofitwenty or more of the smaller companies. There were 175 wells on the three blocks of the tract, and only five of the derricks and punip houses are left standing. Every company that had property In the Hogg-Swayne tract is a loser. The fire swept the three blocks, covered with derricks and pump houses, clear of all its buildings. The derricks left are on the edges and are few and far between. None of the companies had a cent of insurance. Kebate System. x But the mob did not disperse. Instead a rush was made through Mnln street, the prlnylpal street of Joplin, and every negro was frightened off the street and fled to the north part of the city, where the colored population resides. In this way the negroes were driven from all parts of the city to the negro section. Then the mob charged down on the section. Stones were thrown, doors and windows of negro houses were broken in, and finally several were fired. The fire department responded, but many of the houses were burned to the ground. The mob endeavored to prevent the fire department from extinguishing the flames and were partially successful. After the hundreds of frenzied men composing the mob bad vented their wrath in the north end of the city they rushed to the southern end, where lived a number of negroes. The two other places where tht alleged counterfeiters assembled were 3 saloon at 8 Prince street, kept by an Italian, and a butcher shop at 10 Stanton street, kept by another Italian. On the floor of each of the places there is sawdust, apparently of the same grain as that found in the barrel, but in only the oue place, 220 Elizabeth street, were barrels of the kind used discovered. They were found in the Oellar. No effort seemingly had been made to conceal them.
