SEWICKLEY, PA., FRIDAY, JANUARY 21, 1927 Price 5 Cents. ^----------------------------i--=H=-— JAMES LYALL STUART, STATE HIGHWAY SECRETARY ^PPOINTMJENT by Governor Fisher of James Lyall Stuart of Sewickley to the post of Secretary of the Highway Department is gratifying to Mr. Stuart’s friends and neighbors here, who not only know him and like him personally, but are confident that the State of Pennsylvania could hardly have found a better man for the place. Mr. Stuart’s record is such as to give every assurance of this. Born in St. Louis April 7, 1873, he took his degree as civil engineer at Washington University in 1898, and at once entered the employ of James Stewart & Co., nationally known contractors, who had extensive harbor and river construction work in all parts of the United States. He came to Pittsburgh in 1900 to take charge of the firm’s work here, and supervised the erection of the Western Pennsylvania Exposition building, the Westinghouse Electric plants at East Pittsburgh and Trafford City, the Clairton Steel Com- pany plant, the new building of the Union Switch and Signal Company at Swissvale, and later the Westing-house plant at Manchester, England. In 1906 he entered business for himself as a designing and building engineer, He built the Oliver power building, the Oliver office building, First National Bank Building, Fort Pitt Hotel, Kaufman and Rosenbaum store buildings and the City-County building in Pittsburgh, among others, as well as the Cleveland city hall, the Statler Hotel and the East Ohio Gas Company building in Cleveland, the Kresge building in Detroit, the suspension bridge at Parkersburg, W. Va., the bascule bridge over the Elizabeth River at Norfolk, Va, During the World War he was active in construction work for the government, building the aviation station at Middletown, Pa., the Edgewood arsenal at Aberdeen, Md., part of the chemical plant there, and Hilton Village at Newport, R. I., for the Shipping Board. In 1918 he retired as a construction engineer and has since devoted himself to consulting engineering work. He has served for the past five years as a member of the Water Commission of Sewickley, which has had extensive construction problems before it to work out, and has taken an interest in various local civic problems as a member of the former Village Improvement Society and the Board of Trade. Mr. Stuart is a member of the Engineers’ Association _ of Pennsylvania, American Society of Civil Engineers, president of the Kingsley House Association, trustee of the Allegheny County Industrial and Training School for Boys, Allegheny General Hospital, member of building committee of the Children’s Hospital of Pittsburgh, member of Duquesne Club, Allegheny Country Club, Edgeworth Club, Bass Rock Golf Club and Essex Country Club.
