With members of the Board of Trado and firemen all outside the borough building, Chief J. C. "Cliff" Doughty tooted a blast on the siren. In broke a flood of eager men who clambered on the trucks, startod the engines, scrambled into their complete fire-lighting outfits and were . speeding out tho driveway in less than a minute. They shot around tho building, laid a line of hoso from the plug at Washington and Logan Stroot, set up heavy ladders and clambered to the roof of tho borough building with heavy hose about their shoulders. Whistles woro usod for signaling and the clear wator hook-up through tho chemical hoso, which has saved so much wator damage, was demonstrated. During the mooting, tho Board of Trado approved tho barter system ■which is being fostered by tho Kiwanis Club and promised fullest cooperation. The banking situation was discussed also, with members advised to tako. checks only for collection. Tho idea of scrip, which is paper monoy issued by a clearing houso or other organization, backed by tho assets pledged by the bank receiving the paper, was also explained. There is a shortage, of monoy due to hoarding and if there woro no hoarding, there would bo plenty of money for business purposes. No ono seemed much worried over the situation, whieh will probably bo cleared up very shortly. It was pointed out that times like theso bring out the value of a charge account in the local stores. The mooting was the last of a series planned last fall for the dissemination of knowledge about municipal affairs and had for its subject the polico and fire departments, the two departments on call 24 hours a day and most valuable to the merchants at a time when thoir entire investment may be wiped out by lire or violence. Tn spite of tho fact that all police and fire departments in the "Valley were invited, only the Sewickley and Edgoworth firemen and the Heights police wero represented. The Heights Police Chief.Frank C. Sturm, of the Sewickley Hoights Protective Association, introduced as the head of an efficient police force covering a large territory, expressed his surprise at being asked for information, about his force, as this was the first time any organization wanted any information about it. Tho Heights force was organized in 1018 with three men and Chief Sturm took chargo in 1020, increasing the size of the force. Police boxes are placed in advantageous places and most of tho patrolling is done at night, with a patrolman visiting each home several times. If an officer overlaps his time between houses," another officer is detailed to check up and seo if he needs assistance. Not a car goes over the Heights at night without being chocked and the officers keep a close check on any car in the district during the night. As 05 per cent of crime has a car involved in some manner, this check up is a valuable feature of the officer's work. Each of tlie men employed during the 13 years that Chief Sturm has been on tho Heights has beon an experienced officer who know tho law as far as his work required. For instance, an officer can use his gun only in self .zL defonse in a misdemeanor case, but is justified in shooting to prevent the escape of a person who has committed a felony. In spite of people who criticize the spending of money to teach an officer to shoot, an officer not familiar with his weapon is moro of a menace to bystanders than a criminal would bo. In 1024, revolver practice, sponsored by Police Commissioner T. A, McGinley, was started, with Sewickley, Edge- worth, Sewickley Heights and two teams of state police participating. Last fall, in the annual shoot, 15 teams took part. Indicating the importance of the training, Chief Sturm stated that if a gun varied from true aim one- thirty-second of an inch, the bullet would miss the bullseye of a target by 26 inches at 50 yards. The Hoights fire department is one in name only, as the equipment consists only of a Ford chemical truck. Until the residents of tho Heights nnd the Water Commission arrive at some plan for water supply, no plans can be perfected for a bettor fire company on the Heights.
