Borough's rules on lawn maintenance fuel ongoing debate As Sewickley resident s legal case continues, officials cite uniformity, public health concerns by TOM McCEE Grass and plants can't grow out of control on residential property in Sewickley. Council unanimously approved tougher regulations for grass and weed length Monday night. The borough's new ordinance calls for grass to be no more than 6 inches high and includes definitions on what can grow wild. The new rules come as the borough is involved in a legal case with resident Larry Oswald, 71, of Hill Street. Building inspector Nancy Watts cited Oswald for allowing his grass to grow in excess of 6 inches last year. He said that by letting flowers and other plants grow in his yard, he will increase the amount of clean air in his neighborhood. Oswald said the borough "took me to court, fining me because I don't want to pollute and hoped to find an acceptable alternative." Oswald was found guilty last year in district court of violating the borough's property-maintenance, grass-cutting and vegetation ordinance at his 16.550-square-foot property at 521 Hill St. in Sewickley.
