"(Younger people) don't seem to volunteer anymore," ^d Brad Silk, assistant fire chief in Leetsdale. It's not an insult against the youth of Allegheny County, he noted, but a long list of factors including economics, a dwindling youth population or, simply, a lack of time. In late June, Silk attended a meeting organized by U.S. Rep. Jason Altmire (D-4) at the Berkeley Ifills Fire Station in Ross Township to discuss legislation that would allow for: tax relief for volunteer firefighters and emergency personnel in an effort to retain those already volunteering and to work as an incentive to recruit others. The Volunteer Responder Incentive Protection Act,-according; to Altmire's office, "will amend the Internal Revenue Code of 1986 to allow state and local governments the flexibility to develop beneficial tax incentives for volunteer fire-fij^ters and emergency persoimel without federal interference." • "Volunteer firefighters make up more than 70 percent of our nation's firefighting forces.
