However, not everyone at city hall is happy about this “gift,” in the form of the preliminary budget approved last week. Mayor Marie Guy says she plans to use her veto against the budget because it calls for the addition of a new police officer. In a letter to The Herald she claims it cannot be “financially justified.” Mayor Guy’s letter to the editor appears on page 5 in today’s Herald. Finance committee chairman Clinton L. Childs Jr. called the millage reduction “fiscally irresponsible,” asking, “Where are we going to be four years from now?” Consequently, his committee passed on the budget to council without a recommendation. Steven Perry, who resigned earlier this month as borough manager, also did not like the changes from the budget he initially created. Next year’s budget, which comes up for final approval on Dec. 29, reduces the millage in Sewickley from 35.5 — one of the highest rates in Allegheny " County — to 31.5 mills. The ’89 budget shows the millage broken down into 22.9 mills for general purposes and 8.6 mills for debt service. The budget figure for 1989 is $2,860,298 million. That breaks down to $2,296,198 for the general fund and $564,100 for the capital-improvement fund. In 1988, the budget was $2,050,147 and $453,933 respectively. Council President Gary Farole, who gave a thumbs up to the ’89 budget, said, “It reflects the opinion of a majority on council to give back to the residents the , four mills.” Farole said that Sewickley has been able to accumulate a surplus because of “good financial planning and property-tax reassessments.” Farole disagreed with the members of council who wanted to put the surplus into the capital-improvement fund. “To take it and use it because it’s available is not good planning,” he said. Councilman Peter Schlicht — who recommended a 7.4 mill reduction — called the slash “long overdue.” He emphasized that the reduction has been “welcomed” by the residents of Sewickley. Although he said he felt that “fat” in the budget was too strong a description, he did say the budget has been “plump.” “We’ve put it on a diet,” he laughed.
