Photo by Kathleen Coates SEWICKIEY Council to appeal Beaver Hall decision By Kristina Serafini_________•_____________ Staff writer _______.______________________ Sewickley Borough Council plans to appeal a decision by Allegheny County Common Pleas Judge Joseph James that would pave the way for condominiums on the comer of Beaver and Peebles streets. James ruled that property owner Beaver Hall Associates LLP is entitled to the non-conforming use of the property. Beaver Hall Associates took its case to the court of common pleas after the group was denied approval by the zoning hearing board to carryover variances granted from plans in November 2005 to build "three condominiums housing 30 units and an underground parking garage at the site. Since then, however, economic and marketing issues have contributed to the develop- er’s need to change parts of the plans several times over the last few years, adjusting the number of buildings at the site, number of units in each building, its setbacks from Beaver and Peebles streets, and parking for its prospective residents. Homeowners along Beaver and Peebles who accepted the original plans have opposed the changes for various reasons, mainly the building’s close proximity to other homes and the effect it would have on the overall streetscape. At February’s council meeting, Mark Zappala of Beaver Hall Associates spoke on behalf of the development, saying the court case was “to ascertain their legal rights.” But several neighbors spoke at Monday’s regular meeting in an effort to persuade ---------------------- Continued on Page 5 SEWICKIEY Free parking in mornings for 90 days By Bobby Cherry___________ Staff writer______________ Two-hour free parking is coming to a portion of Beaver Street — at least temporarily. Sewickley council approved a 90-day trial period for free onstreet meter parking from 8 to 10 a.m. daily on Beaver Street between Walnut and Chestnut streets. A start date has yet to be announced. Free parking was one of eight recommendations the borough’s Business District Advi-sory Committee had spent nearly six months working on. But it was the on-street parking recommendation that was most problematic for some council members. Business committee members recommended a half-hour free parking between from 8 to 10 a.m. Their thought was that customers would use that time to drop off dry cleaning, go to the bank and grab a cup of coffee — tasks that • committee members think don’t take longer than 30 minutes to complete. - Added costs and oversight concerned Councilman Dean Williams. “What does this cost?” he said. “I’ve seen communities where this is done, and you don’t just do it on a notepad.
