See page A5. 50 Gents HOME AGAIN In a poignant ceremony on Friday night, the remains of Captain Frederick Way Jr. were brought upriver aboard the "Delta Queen." The great steamboat stopped at the Chestnut Street beach in Sewickley, where the boat's captain presented the box holding the cremains to B.G. Shields, a longtime friend of Way's. A large crowd filled with relatives, friends and fans were on hand for the occasion. For more on the story, see pages All and A12. Photo by James Addison T SEWICKLEY Commission cuts red tape for family in need ly 6MA SHIVELY staff writer________ It’s common Imowledge that govermnent and red ta^ are synonymous terms, but Sewickley is not a common place and things run a little differently here. In an attempt to help a family whose house was totaled in a fire, Sewickley Borough Planning Commission has decided to cut through the usual red tape — instead of represent it. The Albert Frank family lost their house at 945 Crescent Ave. on Aug. 13. They are attempting to rebuild, but, as Albert iPrank said, “I’m having all kinds of problems.” The now-Vacant property, except for a gariage and driveway, is situated on a steep slope in a “prohibited area.” Because of that zoning, Frank is required to have a conditional use ruling befo,re he can receive his bunding permit. To receive a Conditional use ruling, both the planning commission and borough council must advertise for and hold public hearings. The legal advertisements must run for two weeks. Council will meet Oct. 19, but there is not enough time to advertise before that meeting. To make matters worse, to obtain the conditional use. the Franks are required to document a list of building regulations, including; .slope percentage, existing and proposed vegetation, soil type and underground geological formations, slope on adjacent properties, and attempt to prove that there will be no run-off or environmental problems. Frank*^ concern is that he wanted his proposed one and Va-story Cape May house to be completed b6fore winter. He also is concerned about how he is to pay for all the required documentation. Enter the planning commission: “We should do all We can to help him. He is that good of a person,” said commission member Liza Nevin. The commission has agreed to get in touch with an architect and engineer on behalf of the Franks. The bofou^ will not pay for their services, but will urge the professionals to perform the required work quickly and inexpensively. Borough Manager Donald Sandor agreed to call Harry Zender, a retired engineer and surveyor, and Bob Graham, an architect, who have both done work on behalf of the borough. If the engineer and architect can perform the documentations expeditiously, the public hearings can be advertised for Oct. 26, at the earliest. The planning commission and council will piggyback the hearings, with one scheduled immediately after the other. If approved on Oct. 26, then Sandor can sign a building permit for the Franks. Oct. 26 is tenative, however, pending correct paperwork, but without the planning commission’s help, it could be a date much further in the future.
