The ordinance limits the expansion of non-confomiing uses to 40 percent andrSquires that the rapansion be “ressonaUe, necessary fw business, and 'not harmful/’ according to Sewiddey Borough Manager Steven Perry. A three^part test'is allied. Perry said. The ouilding’s footi^t, square footage: and cubic footage are consider^. The proposed hospital expansion will increase the footfHint 6.3 percent; the square footage 10.17 percent; and the cubic footege 10.89 pereent—all within the 40 percent limitation. Perry Said. According to Perry^ the only opposition to the hospital plans that has been voiced concerns paridng. The hearing board found that the proposal constitutes a “natural apd reasonable expansion” of current use and is within the percentage guidelines specified hi the ordinance, The board also concluded that “there would be a substantial adverse effect on the com-mubnity which would be detrimttital to village parlcing woies the health, safety, and welfare of the inhabitants of Sewickley if additional > parking were not provided.” The uses for the new six-story addition include the following: ► basement — relocation of the engineering dqiartment; ► first floor — admiiliistration, per-■ sonnel, accounting, marketing research and community relations; . ► second floor — .expansion of supply ‘departoent; >■ third floor—expansion of radiology and non-invasive laboratory, office -space; . fourth floor —.operating rodms; ► fifth floor — relocation of 12 rehabilitation tieds from fifth-floor central, physical and occupational therapy; ► sixth floor ^ laboratory space, microbiology, ^linacy.
