Quaker Valky Ambulance Authority board member James F. Shaughnessy, a Leetsdale resident, attacked the authoriiy’s management and asked for support in improving Conditipas at the amraance. « Council President Edward Joseph invited Quaker Valley Ambulance Authority director Gary Bumworth and ShaugtmMmy to address council on the ordnance. “We siB^y didn’t know enough about this,” be said. Buniwdrth qxike firs|; encouragiiig council to adopt the oMUnance.*‘We don’t expect the council or the public to understand ^t an ambulance service is supposed to be,” he said. **The ordinance includes a Icrmat for evaluation of an ambulance iervice,” State law includes reqpiirements for, emergliicy vdiicles, but not for ambulance services, Bumworth explained. “This ordinance does not restrain trade,” he said. “Others could operate an ambulance service, but they wovdd have to do it ri^t. They couldn’t come in bore with a hrarse and.buggy and claim it was an ambulance. Ri^t now they can.” Leetsdale, like all the communities in the Quaker VaU^'itmbulance AuthtHi-ty, pays a per Capta fee to the authority that allows eadi resident an unlimited number of ambulance calls and ti^Si^portation to any hospital within, a 15-mile radius without cl^e. Beymtd that distance, residents are charg^ an additional.mil^e fee. “Can the MMRation of iother ambulant in tM borou^ effect our cost? ” ai&ed councilman Tom Molitor. “NoV’ said Bumw^. “It w|ll cost the residents more if they call an ambulance they have to pay for; Quaker Vall^ i^bulance Will .continue to operate the same way whether you : this ordinance dr not.” aughnessy then addressed council, “I wish to compUment the council members for not' enacting this ordinance in a baSty maimer,” he said..He explaiioed that he ori^nally submitted the ordinanceio the council “in a spirit of cooperation/’ but since .concluded that “such an ordinance is not needed in any 'Of the communities the Quaker Valley Ambulance Authority area.” “It is ludicrotK 'to think that any transporting (outfit would Come in and compete in any manner whatsoever,” he continue. ^ughnCssy also suggested that the ordinance would open the B<Hrough to challenges in the courts as to its l^ality. “I suggest that Mr. Bumworth take this back to the Valley Ambulance Authority .area (Coraopolis, Moon Township) where there is a definite risk of undercut^^-the fee trf |140 a year.” “Mr. Shaughnessy is our ai^inted re|>re3entative and we should do what he recomm^^^” said Molitor. Council then pas^ a mpticm not to adopt the ordinance. Solicitor Carl Ker-chner pointed Out that no motion was necessary, but Molitor said, “No, we want to do it this way. We want jt to be dear.” i After the vote, Bumworth said/I appreciate the change of heart Mr. Shaughnessy has bad. We can continue to cqierate fine without it.” He then left the meeting. : . Shaughi^y and the council continued to discuss the ambulance authority. Shaughnessy asked Council to write a letter to Uie board a^dng that a new ’'solicitor be sought, one who lives in the authority’s area. “I need support. There is an apathetic condition among our .
