Wednesday, December 17,1969 Ten Cents Osborne Sets 1970 Budget At $47,234 * 0 Herb Marks Ends Council Service Osborne Borough Council has approved its 1970 Municipal budget at a total figure of $47^234.00 and Ordinance Number 255 was passed settling the real estate tax at 22 mills for 1970. This is the same tax rate as 1969. The Mayor’s report listed six motor vehicle violations, 1 accident and 1 complaint during the month of November. The Justice of the Peace heard 13 casés during,,the month, collecting $100.00 in Borough fines and $10.00' in State fines. \ Mr. William Colbert, just prior io the closing of the meeting, offered his personal thanks and appreciation to Mr. Herb Marks, Council President, who was attending his last meeting as borough official. Mr. Marks has served with the council for a great many years as Secretary and then as an elected councilman. The Herald joins with everyone on the Osborne Council in wishing Mr. Marks the very best. Sewickley has joined the parade of County municipalities which have held the line on borough taxes for the year "1970. As approved at last Monday’s meeting, the Sewickley Council has adopt- * ed a budget of $529,550 and kept the millage rate at 16. The new budget is actually $25,310 over- last year’s budget but does not require any tax increases. The $529,550 figure, according ’ to Borough Manager C. Fred Guy, represents the total estimated income including cash balance at the end of the year from all sources. Total estimated expenditures for 1970 have been set at $504,240. This, compares to an estimate of $469,000 for the year just.ending. Even though the total property assessments for the borough have come in at a figure slightly lower. David Starr Jr. Named To Q. V. School Board Christmas Mail Flows Smoothly, Says Bill Start Christmas Funds For Borough Employees,Police David Starr, Jr. of 3l0 Centennial Avenue, Sewickley, has been A- named to the Board of the Quak-er Valley School District. Administering the oath of office last Monday evening was Mrs. Paula Hamilton, notary public. Mr. Stalx’s appointment fills {he vacancy created in Region II by the full-term election of William DeCourcy who had bee n serving out the term of Herbert . S. Rogers who had resigned. The term for David Starr, Jr., iends in 1971 .^DeCourcy will now serve a duly-elected 6-year term. . In other action taken by the Board Monday was the approval of the following substitute teachers: Mary F. Boothby and Ruth _ S. New Contract Signed For Fire Protection Mr. Guy advises that a new 3-year contract has been signed with the Cochran Hose Co. for fire protection. The new arrangement calls for $6,900 to be paid annually as compared to $6,000 on the old contract. New Ordinance on Sewage Rates CouncE passed a hew ordinance Monday evening calling for a 52 increase in the rates for sewage disposal. According to Mr. Guy, the increase is necessary to help offset the cost of the new secondary treatment facility at the Sewage Plant. Council accepted the bids from lowest bidders on the general contract, the mechanical contract and the electrical contract for the iiew expanded sewage facility. The mechanical contract, is still subject to negotiation. Green Engineering Co. of Sewickley is handling all the design, engineering and construction arrangements and review all bids’ before they are presented to Council. Mr. Guy says that final contracts will be let within the next 60.days and that actual construction should be underway in that time, weather permitting. The latest estimate of the entire cost of the improved plant is approximately $500,000. The members of Council au- " thorized the preparation of letters . of commendation to the Sewickley Council of Garden Clubs and to the Board of Trade. Council was most complimentary to the Garden Clubs for their participation and' interest in the trée. planting program on Broad St., and to the Board of Trade and other interested persons in the community who helped in the , arrangements for, and the payment of, thé new Christmas decorations which adorn Broad and Beaver Streets. Council heard a request from Mrs. Swen Swenson III of 721 Washington Street that Council consider the hiring of a school guard at the corner of Thom and Chestnut Streets. A study of the request is being .made. Two special meetings have been scheduled for Monday, January 5, 1970. The first meeting Which starts at 8 p.m. will be the re-orgânization meeting to swear-in the new Mayor and new members of Council.
