In commenting on the subject of granting new licenses in Jefferson County Judgo Heed said that he had heard it charged that the system he had followed was creating a practical monopoly of the business and that he was inclined to believe that there was «omo truth in the charge. He insisted, however* that the applicant, especially in the case ot the wholesaler, must show that a new dispensary is a necessity. He suggested that his policy in the past was not not necessarily Iron-clad and gave notice that next year there would be an open field for those applying for wholesale licenses. BROOK VILLE, Jan. 22—Judgo Reed, in conducting license court yesterday morning, made himself quit* clear on the ,matter of new applications and disclaimed any intention of allowing it to be felt that a monopoly existed in Jefferson County in the matter of the selling of liquors. It was eleven o'clock when the name of the first applicant was read and at 11:45 o'clock the entire list of old applicants had been disposed of. In the afternoon the new applications were heard, but decision was wiihheHl indefinitely.
